后冷戰(zhàn)時期中—美—東盟的安全三邊關系探略

【摘要】:近年來隨著美國高調介入中國與東盟南海爭端,東亞地區(qū)安全局勢越發(fā)緊張。本文企圖把亞太地區(qū)的三個主要力量中-美-東盟納入三邊體系并闡釋行為體在體系中的互動狀況,旨在解決安全三邊互動中不平衡與不穩(wěn)定的現(xiàn)狀,從而塑造一個穩(wěn)定而又和平的亞太安全格局。本文在梳理中-美-東盟安全三邊關系歷史演變的基礎上,側重分析了三邊結構、各邊利益判斷、安全機制對于安全三邊發(fā)展的影響,指出了當前安全關系互動存在的相關制約性問題,并就如何解決這些問題從而實現(xiàn)良性互動提出了對策與建議。 本文的主要內容是第三、四、五部分,其中第四、第五部分為重點。第三章用歷史研究的方法梳理了從冷戰(zhàn)開始到冷戰(zhàn)結束期間安全三邊關系的形成過程,并且把這一過程劃分為70年代的初步緩和期以及柬埔寨危機中的互動形成期,指出了這一形成過程是冷戰(zhàn)后安全三邊互動的前提和鋪墊。 第四章運用了國際關系理論相結合的多重研究視角分析冷戰(zhàn)后安全三邊互動發(fā)展之過程,分別以結構層面、個體層面、安全機制層面為視角準確反映出安全三邊的合作與競爭。結構層面通過對三邊力量分配的結構性描述來闡述各邊行為必須遵循結構體系的制約性原則,個體層面通過對各邊的安全利益分析為起點來描述和展現(xiàn)安全三邊互動,安全機制層面則以亞太地區(qū)的安全機制為平臺來補充闡釋安全三邊關系的互動。在此基礎總結出中-美-東盟安全三邊關系的特點為開放性的不穩(wěn)定安全三邊、安全互動選擇多為合作安全與綜合安全、系統(tǒng)內安全互動的不對稱性以及三對雙邊安全關系的連動性遲鈍。 第五章分析了當前安全三邊關系存在著各邊文化差異性、東盟一體化程度不高、國際體系的結構性制約、領導人的因素、經(jīng)濟與能源的制約以及南中國海和臺灣問題等制約因素,指出了要使中-美-東盟安全三邊關系進入良性互動的軌跡,應該以平衡現(xiàn)有的中-美-東盟的安全三邊關系為邏輯起點,緩和與消解安全三邊中的利益分歧的同時培育和發(fā)展共同的安全利益基礎,最終使中-美-東盟安全三邊關系走向建設性的三邊關系。
[Abstract]:In recent years, the security situation in East Asia has become more and more tense as the United States has been involved in the South China Sea dispute between China and ASEAN. This paper attempts to bring the three major forces in the Asia-Pacific region, the United States and ASEAN, into the trilateral system and to explain the interaction of actors in the system, in order to resolve the imbalance and instability in the security trilateral interaction. So as to shape a stable and peaceful Asia-Pacific security pattern. On the basis of combing the historical evolution of the security trilateral relationship between China, the United States and ASEAN, this paper focuses on the analysis of the trilateral structure, the judgment of the interests of each side, and the influence of the security mechanism on the development of the trilateral security. This paper points out the restrictive problems existing in the interaction of security relations, and puts forward some countermeasures and suggestions on how to solve these problems so as to realize benign interaction. The main content of this paper is the third, fourth and fifth parts, among which the fourth part and the fifth part are the emphases. The third chapter combs the forming process of the security trilateral relationship from the beginning of the cold war to the end of the cold war with the method of historical research, and divides this process into the initial detente period in the 1970s and the interactive forming period in the Cambodia crisis. It is pointed out that this formation process is the premise and foundation of security trilateral interaction after the cold war. The fourth chapter analyzes the process of security trilateral interaction after the Cold War from the perspective of multiple studies combined with the theory of international relations. It accurately reflects the security trilateral cooperation and competition from the perspective of structure level, individual level and security mechanism level. Through the structural description of the distribution of the trilateral forces, the structural level states that the behavior of each side must follow the restrictive principle of the structural system, and the individual level describes and displays the trilateral interaction of the security through the analysis of the security interests of each side as the starting point. At the level of security mechanism, the security mechanism of the Asia-Pacific region is used as a platform to supplement and explain the interaction of the security trilateral relations. On this basis, it is concluded that the characteristics of the security trilateral relationship between China, the United States and ASEAN are open and unstable security trilateral, and the choice of security interaction is mostly cooperative security and comprehensive security. The asymmetry of security interaction within the system and the insensitivity of three pairs of bilateral security relations. The fifth chapter analyzes the cultural differences in the current security trilateral relations, the low degree of ASEAN integration, the structural constraints of the international system, and the factors of the leaders. Economic and energy constraints, the South China Sea and the Taiwan issue, etc., point out that the China-U.S.-ASEAN security trilateral relationship should enter the path of benign interaction. The logical starting point should be to balance the existing security trilateral relations between China, the United States and ASEAN, so as to ease and resolve the differences of interests among the three sides of security and at the same time foster and develop a common security interest base. Finally, the security trilateral relationship of Sino-u. S.-ASEAN moves towards a constructive trilateral relationship.
