【摘要】：從2011年敘利亞危機(jī)爆發(fā)后到目前為止,俄羅斯介入敘利亞危機(jī)的政策經(jīng)歷了旁觀期、被動(dòng)期和主動(dòng)期三個(gè)階段。在前兩個(gè)階段,俄羅斯都堅(jiān)持以政治途徑作為解決敘利亞危機(jī)的唯一方式。2014年克里米亞脫烏入俄后,俄羅斯的國內(nèi)國際環(huán)境發(fā)生巨大變化,內(nèi)外交困。俄羅斯一改以往對(duì)敘利亞的政策,于2015年9月30日在敘利亞境內(nèi)發(fā)動(dòng)針對(duì)極端組織“伊斯蘭國”武裝分子的空襲,主動(dòng)軍事介入敘利亞危機(jī),進(jìn)入俄羅斯介入敘利亞危機(jī)政策的主動(dòng)期。在敘利亞危機(jī)的持續(xù)發(fā)展中,本文選取2015-2017年俄羅斯介入敘利亞危機(jī)的政策進(jìn)行研究分析。俄敘兩國一直是傳統(tǒng)盟友關(guān)系,俄羅斯在敘利亞問題上的政策立場(chǎng)凸顯了俄羅斯的國家訴求,受俄羅斯的國際國內(nèi)環(huán)境、大國追求、反恐安全及地緣政治經(jīng)濟(jì)博弈等多種因素的驅(qū)使。政治手段和軍事手段雙管齊下是俄羅斯該階段介入政策的主要特點(diǎn)。俄羅斯在政治上推動(dòng)敘利亞政府和反對(duì)派接觸和對(duì)話;外交上支持國際社會(huì)的斡旋,反對(duì)對(duì)敘利亞的單邊制裁和武力干預(yù);軍事上通過軍事行動(dòng)強(qiáng)化對(duì)敘政府的支持。俄羅斯介入敘利亞危機(jī)的政策體現(xiàn)了俄羅斯對(duì)其國家利益的訴求,盡管俄羅斯在實(shí)際行動(dòng)上獲得一定成功,但離自己的訴求目標(biāo)仍很遙遠(yuǎn)。
[Abstract]:Since the outbreak of the Syrian crisis in 2011, Russia's policy of intervening in the Syrian crisis has gone through three stages: bystander, passive and active. In the first two phases, Russia insisted on a political approach as the only way to resolve the crisis in Syria. After Crimea's entry into Russia in 2014, Russia's domestic and international environment has changed dramatically and domestic and foreign affairs have become difficult. As soon as Russia changed its previous policy toward Syria, on September 30, 2015, it launched an air strike against Islamic State militants in Syria, taking the initiative to intervene militarily in the crisis in Syria. Enter the active period of Russia's intervention in the Syrian crisis policy. In the sustainable development of the Syrian crisis, this paper studies and analyzes the policy of Russian intervention in the Syrian crisis from 2015 to 2017. Russia and Syria have always been traditional allies. Russia's policy stance on the Syrian issue highlights Russia's national aspirations, which are pursued by the major powers under Russia's international and domestic environment. Anti-terrorism security and geopolitical and economic game driven by a variety of factors. Both political and military means are the main characteristics of Russia's intervention policy at this stage. Russia politically promotes contacts and dialogue between the Syrian government and the opposition; diplomatically supports the good offices of the international community and opposes unilateral sanctions and armed intervention against Syria; and militarily strengthens its support for the Syrian government through military action. Russia's policy of intervening in the Syrian crisis reflects Russia's pursuit of its national interests, and although it has achieved some success in its actions, it is still far from its own goals.
