【摘要】：工業(yè)革命以來,占地球表面積71%的海洋越來越吸引了世界各國的目光,國際社會的不同主體紛紛將觸角延伸到廣袤無垠的藍色海洋。中國的利益也在不斷地向海洋拓展,中國的主要地緣政治矛盾和威脅基本上來自海上。一個崛起中的世界大國,不可能沒有海權(quán),沒有海權(quán)就沒有未來。從地緣戰(zhàn)略角度來說,廣袤的海洋對我國國家安全有著不可估量的戰(zhàn)略意義和戰(zhàn)略價值,海洋是我國的戰(zhàn)略屏障和通道,為中國提供戰(zhàn)略縱深,穩(wěn)固的海上長城是我國國家安全的生命線所在。本文將利用地緣戰(zhàn)略綜合觀來研究和分析我國的海權(quán)問題。 本文主要從以下幾個方面著手,第一,通過學(xué)術(shù)界和歷史上關(guān)于地緣以及地緣戰(zhàn)略的研究引出地緣戰(zhàn)略綜合觀,并闡述地緣戰(zhàn)略綜合觀的主要內(nèi)容,其內(nèi)容涉及地緣政治、地緣經(jīng)濟、地緣文化、地緣科技、地緣安全等。第二,詳細闡述中國目前的海權(quán)現(xiàn)狀及其存在的問題,對中國海權(quán)的現(xiàn)存問題予以分析,其中涉及到海洋劃界問題、主權(quán)爭端問題、海洋資源被掠奪、中國海洋運輸線路的潛在威脅、海洋安全形勢的嚴峻以及他國從海洋對我國形成的戰(zhàn)略遏制等。而這些問題都站在地緣戰(zhàn)略綜合觀的視角下提出并進行分析的,體現(xiàn)出了地緣戰(zhàn)略綜合觀研究中國海權(quán)的全面性與系統(tǒng)性。第三,從中國�？樟α勘∪酢⒈Ｗo海洋權(quán)益的體系不完善、某些大國對中國的戰(zhàn)略遏制、周邊國家覬覦我國豐富的海洋資源等方面著手,深入解析中國海權(quán)面臨的巨大現(xiàn)實挑戰(zhàn)。最后,利用地緣戰(zhàn)略綜合觀為中國的海權(quán)戰(zhàn)略構(gòu)建提供一系列的建議。其中包括和諧的地緣政治戰(zhàn)略、合作的地緣經(jīng)濟戰(zhàn)略、合和的地緣文化戰(zhàn)略、創(chuàng)新的地緣科技戰(zhàn)略以及均衡的地緣安全戰(zhàn)略等等。解決中國海權(quán)問題是一個復(fù)雜的系統(tǒng)工程,涉及到諸多國家方方面面的利益,需要幾代人的智慧和努力,也需要從不同層面和角度入手并綜合考慮,才能確保中國海域的安寧。
[Abstract]:Since the Industrial Revolution, the oceans, which account for 71% of the earth's surface area, have attracted more and more attention from all over the world. Different subjects of the international community have extended their antennae to the vast blue ocean. China's interests continue to expand to the sea, and China's main geopolitical contradictions and threats come from the sea. A rising world power can not be without sea power, without sea power there is no future. From the geo-strategic point of view, the vast ocean has inestimable strategic significance and strategic value for China's national security. The sea is the strategic barrier and passage of our country and provides strategic depth for China. The firm sea the Great Wall is the lifeline of our country's national security. In this paper, the geostrategic comprehensive view will be used to study and analyze China's maritime rights. This article mainly from the following several aspects, first, through the academic circles and the historical research about the geostrategic comprehensive view, and elaborated the geo-strategic synthesis view main content, its content relates to the geopolitics, Geo-economy, geo-culture, geo-technology, geo-security, etc. Second, the current situation of China's maritime rights and its existing problems are elaborated in detail, and the existing problems of China's maritime rights are analyzed, including maritime delimitation issues, sovereignty disputes, and the exploitation of marine resources. The potential threats of China's maritime transportation routes, the severe maritime security situation and the strategic containment of China by other countries from the sea. These problems are put forward and analyzed from the perspective of geo-strategic comprehensive view, which reflects the comprehensiveness and systematicness of geostrategic comprehensive view in studying China's sea power. Third, starting from the weakness of China's maritime and air power, the imperfect system of protecting maritime rights and interests, the strategic containment of China by some major powers, and the coveting of China's rich marine resources by neighboring countries. Deeply analyze the enormous realistic challenge that China's sea power faces. Finally, a series of suggestions are provided for the construction of China's sea power strategy by using the comprehensive view of geo-strategy. It includes harmonious geopolitical strategy, cooperative geo-economic strategy, cooperative geo-cultural strategy, innovative geo-technology strategy and balanced geo-security strategy. It is a complex systematic engineering to solve the problem of China's sea power, which involves the interests of many countries. It needs the wisdom and effort of several generations, and also needs to start from different levels and angles and consider comprehensively, in order to ensure the tranquility of China's sea area.
