【摘要】：冷戰(zhàn)結(jié)束后，中國成為美國實(shí)施其遏制戰(zhàn)略的主要對(duì)象，而“西藏問題”在歷經(jīng)中美短暫的緩和期后，亦再度成為美國遏制中國的重要工具。奧巴馬政府上臺(tái)后，美國高調(diào)“重返東亞”，全球戰(zhàn)略重心逐漸東移，“西藏問題”作為美國傳統(tǒng)對(duì)華政策中所謂的“三T議題”(貿(mào)易、臺(tái)灣、西藏)之一,也成為奧巴馬政府對(duì)華新政策的重要組成部分。本文旨在通過對(duì)奧巴馬第一任期內(nèi)(2009.01--2013.01)美國政府對(duì)藏政策的出臺(tái)背景、具體政策以及表現(xiàn)特點(diǎn)進(jìn)行全面的剖析，，希望借助本課題的研究，能正確把握美國政府干涉西藏問題的實(shí)質(zhì)，并為如何應(yīng)對(duì)美國利用“西藏問題”遏制中國，維護(hù)國家主權(quán)完整，減少“西藏問題”給中美關(guān)系所帶來的不利影響提供一些有益參考。
[Abstract]:After the end of the Cold War, China became the main target for the United States to implement its containment strategy, and the "Tibet issue", after a brief period of detente between China and the United States, once again became an important tool for the United States to contain China. After the Obama administration came to power, the United States "returned to East Asia" in high profile, and the global strategic focus gradually shifted eastward. The "Tibet issue" is one of the so-called "three T issues" (trade, Taiwan, Tibet) in the traditional US policy toward China. It has also become an important part of the Obama administration's new China policy. The purpose of this paper is to make a comprehensive analysis of the background, specific policies and performance characteristics of the US government's policy on Tibet in the first term of Obama's first term, hoping to make use of the research on this subject. Can correctly grasp the essence of the US government's interference in the Tibet issue, and in order to deal with how the United States uses the "Tibet issue" to contain China and safeguard national sovereignty and integrity, Reducing the adverse impact of the Tibet issue on Sino-US relations provides some useful references.
