【摘要】：筆者基于對軟實(shí)力概念及構(gòu)成要素的研究,力圖實(shí)現(xiàn)對中國軟實(shí)力在東盟地區(qū)運(yùn)用現(xiàn)狀的清晰呈現(xiàn),并在此基礎(chǔ)上針對其運(yùn)用所面臨的困境提出對策性的建議。 關(guān)于軟實(shí)力的概念,筆者在考察約瑟夫·奈和國內(nèi)相關(guān)學(xué)者界定的基礎(chǔ)上,認(rèn)為：軟實(shí)力是國家通過自身的吸引力,而不需要通過武力威脅或經(jīng)濟(jì)制裁以實(shí)現(xiàn)自身發(fā)展的非物質(zhì)力量,它是硬實(shí)力的延續(xù),是綜合國力的重要組成部分。在探討軟實(shí)力和硬實(shí)力的關(guān)系時(shí),筆者認(rèn)為軟實(shí)力和硬實(shí)力是相輔相成的關(guān)系,硬實(shí)力為軟實(shí)力張目,軟實(shí)力的合理運(yùn)用又有助于一個(gè)國家硬實(shí)力的積聚。同時(shí),筆者認(rèn)為文化、政治價(jià)值觀和政府素質(zhì)、制度、外交政策和形象構(gòu)成了軟實(shí)力要素。 關(guān)于中國對東盟軟實(shí)力運(yùn)用,筆者現(xiàn)實(shí)地分析了其現(xiàn)狀,包括正面的成效和負(fù)面的困境與挑戰(zhàn)。正面的成效具體表現(xiàn)在文化軟實(shí)力外交、“中國模式”的吸引力、良好態(tài)勢的機(jī)制建構(gòu)、外交政策的安定作用和形象的轉(zhuǎn)變。但是面臨的困境也影響著中國軟實(shí)力對東盟的運(yùn)用。具體有：文化產(chǎn)業(yè)鏈低、“中國模式”的負(fù)面效應(yīng)、“中國威脅論”、南海爭端問題和東盟的制度均勢戰(zhàn)略與平衡外交。針對以上出現(xiàn)的困境,筆者基于個(gè)人思考,提出了相應(yīng)的建設(shè)性對策,具體表現(xiàn)在：文化方面的提升、“中國模式”的優(yōu)化和改善、敏感問題的處理、形象的改善和提升和制度反均勢戰(zhàn)略的完善。
[Abstract]:Based on the study of the concept and elements of soft power, the author tries to achieve a clear representation of the current situation of China's soft power in ASEAN region, and on this basis puts forward some suggestions for the difficulties it faces in the use of soft power. On the concept of soft power, the author considers that soft power is the attraction of a country through its own on the basis of the definition of Joseph Nye and relevant domestic scholars. It is a continuation of hard power and an important component of comprehensive national strength, which does not require the threat of force or economic sanctions to achieve its own development. When discussing the relationship between soft power and hard power, the author thinks that soft power and hard power complement each other, and hard power is the focus of soft power, and the rational use of soft power is helpful to the accumulation of a country's hard power. At the same time, the author believes that culture, political values and government quality, institutions, foreign policy and image constitute the elements of soft power. On the application of China's soft power to ASEAN, the author analyzes its present situation, including positive results and negative predicaments and challenges. The positive effects are embodied in the diplomacy of cultural soft power, the attraction of the "Chinese model", the mechanism construction of good situation, the stable role of foreign policy and the change of image. But the dilemma also affects the use of China's soft power to ASEAN. The main contents are as follows: low cultural industry chain, negative effects of "China Model", "China threat Theory", South China Sea dispute and ASEAN's institutional balance of power strategy and balanced diplomacy. In view of the above difficulties, the author puts forward the corresponding constructive countermeasures based on personal thinking, which are manifested in the promotion of culture, the optimization and improvement of the "Chinese model", and the handling of sensitive issues. The improvement and promotion of the image and the perfection of the system counter balance of power strategy.
