【摘要】：當(dāng)下，歸因于后工業(yè)社會的來臨、公民民主意識的提升以及政府不可治理公共事務(wù)的增加等因素的影響，使得政府所處的生態(tài)環(huán)境呈現(xiàn)出了復(fù)雜性、多變性等時代特征，一種全新的公共行政范式——網(wǎng)絡(luò)化治理開始在西方國家興起。網(wǎng)絡(luò)化治理范式具有豐富而深刻的內(nèi)涵，凸顯了治理主體的多元化、治理機(jī)制的網(wǎng)絡(luò)化以及治理責(zé)任的分散化等明顯特征。這意味著政府、企業(yè)和非政府組織間的界限更加具有滲透性和相互依賴性，在政府模式由“全能大政府”向“有限小政府”轉(zhuǎn)型中，隨著政府的“卸載”、“退卻”以及公共服務(wù)社會化的改革，，非政府組織將發(fā)揮越來越重要的作用。本論文剖析了網(wǎng)絡(luò)化治理的三大主體及其相互關(guān)系，是對公共管理新形態(tài)在理論和實(shí)踐上的探索性研究。 全文共分為五個部分：第一部分為導(dǎo)論。主要涉及論文的研究背景及意義、國內(nèi)外研究現(xiàn)狀、研究方法等內(nèi)容。第二部分簡要介紹了網(wǎng)絡(luò)化治理及其相關(guān)理論，并基于總體性視角闡述網(wǎng)絡(luò)化治理多元主體的價值和意義。第三部分重點(diǎn)分析了政府在網(wǎng)絡(luò)化治理中的角色定位與責(zé)任。第四部分主要闡述了網(wǎng)絡(luò)化治理中的政企關(guān)系，分析了企業(yè)參與網(wǎng)絡(luò)化治理的風(fēng)險及其界限，提出相應(yīng)的風(fēng)險防范措施和參與方式。第五部分詳細(xì)剖析了作為網(wǎng)絡(luò)化治理的第三種力量——非政府組織與政府的關(guān)系，著重描述了轉(zhuǎn)型期中國非政府組織的現(xiàn)狀及其培育。論文在最后的結(jié)語中再次強(qiáng)調(diào)了網(wǎng)絡(luò)化治理主體間的合作伙伴關(guān)系。
[Abstract]:At present, due to the coming of the post-industrial society, the promotion of the citizen's democratic consciousness and the increase of the government's ungovernable public affairs, the ecological environment in which the government is located presents the characteristics of the times such as complexity and variability. A new paradigm of public administration-network governance began to rise in western countries. The paradigm of networked governance has rich and profound connotations, which highlights the diversification of governance subjects, the networking of governance mechanisms and the decentralization of governance responsibilities. This means that the boundaries between government, business and non-governmental organizations are more permeable and interdependent, and as the government model shifts from "all-powerful, big government" to "limited and small government," as governments "uninstall," Retreat and public service socialization reform, NGOs will play an increasingly important role. This paper analyzes the three main bodies of networked governance and their relationship, which is an exploratory study of the new form of public management in theory and practice. The full text is divided into five parts: the first part is an introduction. Mainly involves the research background and significance of the paper, domestic and foreign research status, research methods and other content. The second part briefly introduces the network governance and its related theories, and expounds the value and significance of the multiple subjects of network governance based on the overall perspective. The third part analyzes the role and responsibility of government in network governance. The fourth part mainly expounds the relationship between government and enterprise in network governance, analyzes the risks and limits of enterprises participating in network governance, and puts forward the corresponding risk prevention measures and participation methods. The fifth part analyzes the relationship between non-governmental organization and government, which is the third force of network governance, and emphatically describes the current situation and cultivation of Chinese non-governmental organization in the transition period. In the final conclusion, the paper emphasizes the partnership between the agents of network governance.
