【摘要】：奧巴馬就任總統(tǒng)之后，決定拋棄小布什政府奉行的“單邊主義”政策，并立即提出全新的外交戰(zhàn)略，即“巧實力”戰(zhàn)略。該戰(zhàn)略不僅是美國外交的指導(dǎo)理念，而且對世界政治也產(chǎn)生了深刻的影響，，非常值得我們關(guān)注與研究。 “巧實力”戰(zhàn)略只是美國外交風(fēng)格和策略的改變，實質(zhì)依舊是為了鞏固美國的世界領(lǐng)導(dǎo)地位。當(dāng)今世界經(jīng)濟全球化，各國相互依賴，一國的外交政策，尤其像美國這樣的超級大國的外交政策必然會對其他國家產(chǎn)生影響。本文是通過對奧巴馬政府的“巧實力”戰(zhàn)略進行分析，來解讀其對中美關(guān)系的影響。 本文通過介紹美國國內(nèi)外形勢和美國外交理念發(fā)生轉(zhuǎn)變，小布什的“單邊主義”不再適合美國的現(xiàn)狀，來分析奧巴馬政府“巧實力”戰(zhàn)略提出的背景。然后進一步探討“巧實力”戰(zhàn)略的內(nèi)容及實質(zhì)�！扒蓪嵙Α睉�(zhàn)略的內(nèi)容豐富龐雜，但它的實質(zhì)依舊是為鞏固美國的世界領(lǐng)導(dǎo)地位。本文還著重介紹了“巧實力”戰(zhàn)略全面推進的過程，即“巧實力”戰(zhàn)略的實踐應(yīng)用，從而更加直觀地理解當(dāng)今美國的外交戰(zhàn)略與意圖。最后重點分析了“巧實力”戰(zhàn)略對中美關(guān)系的影響及啟示。對于美國外交戰(zhàn)略的分析，最終都要落到對我國的影響。這也是本文最主要的意圖�！扒蓪嵙Α睉�(zhàn)略對中美關(guān)系有正反兩方面的影響，我們應(yīng)該隨時保持警惕，巧妙應(yīng)對，維護好我國的國家利益。
[Abstract]:After taking office, Obama decided to abandon the "unilateralism" policy pursued by the Bush administration and immediately put forward a new diplomatic strategy, the "skillful power" strategy. This strategy is not only the guiding principle of American diplomacy, but also has a profound influence on world politics. The "smart power" strategy is only a change in the style and strategy of American diplomacy, and in essence it is still aimed at consolidating America's position as a world leader. With the globalization of the world economy and the interdependence of all countries, the foreign policy of one country, especially that of a superpower such as the United States, is bound to have an impact on other countries. This paper analyzes the Obama administration's "skillful power" strategy to explain its influence on the relationship between China and the United States. This paper analyzes the background of the Obama administration's "skillful power" strategy by introducing the situation at home and abroad and the transformation of American diplomatic concept, and the "unilateralism" of Bush Jr. is no longer suitable for the current situation of the United States. Then further discuss the content and essence of "skillful strength" strategy. The strategy of skillful power is rich in content, but its essence is still to consolidate the world leadership of the United States. This paper also introduces the process of "skillful strength" strategy in an all-round way, that is, the practical application of "skillful power" strategy, so as to understand the diplomatic strategy and intention of the United States more intuitively. Finally, the paper analyzes the influence and enlightenment of the "skillful power" strategy on Sino-American relations. The analysis of American diplomatic strategy will eventually fall into the influence on our country. This is also the main intention of this paper. The strategy of "skillful strength" has both positive and negative effects on Sino-US relations, and we should always be vigilant, skillfully deal with it, and safeguard China's national interests.
