【摘要】：中美兩國(guó)在朝鮮半島無核化的問題上,存在著基本的共同立場(chǎng),都反對(duì)朝鮮半島南北雙方中的任何一方發(fā)展核武器,都主張通過六方會(huì)談、以和平的方式解決朝鮮核問題。但在如何以和平方式解決朝核問題的措施與路徑上,中美存在著諸多分歧。這給雙方在朝核問題上合作帶來極為復(fù)雜的影響。在朝核問題深陷僵局的形勢(shì)下,如何按照六方會(huì)談"9·19共同聲明"規(guī)定的"承諾對(duì)承諾,行動(dòng)對(duì)行動(dòng)"原則,通過一攬子方案,在推進(jìn)落實(shí)無核化相關(guān)措施的同時(shí),采取措施逐步終結(jié)朝鮮半島的戰(zhàn)爭(zhēng)狀態(tài)和冷戰(zhàn)狀態(tài),是中美兩國(guó)在朝核問題上進(jìn)行有效合作的切入點(diǎn),也是雙方為和平解決朝核問題發(fā)揮各自積極作用的共同基礎(chǔ)。
[Abstract]:China and the United States have a basic common stand on the denuclearization of the Korean Peninsula, both opposing the development of nuclear weapons by either of the two sides on the Korean Peninsula, and they both advocate a peaceful solution to the Korean nuclear issue through the Six-Party talks. However, there are many differences between China and the United States on how to resolve the North Korean nuclear issue peacefully. This has had a very complicated impact on cooperation between the two sides on the North Korean nuclear issue. In view of the deadlock in the DPRK nuclear issue, how to promote the implementation of measures related to denuclearization in accordance with the principle of "commitment to commitment, action to action" as stipulated in the "9 19 Joint statement" of the Six-Party talks, and through a package of proposals, Taking measures to gradually end the state of war and the cold war on the Korean Peninsula is the starting point for China and the United States to carry out effective cooperation on the Korean nuclear issue, and is also the common basis for both sides to play their respective positive roles in the peaceful settlement of the Korean nuclear issue.
