【摘要】：亞太地區(qū)既是21世紀(jì)的希望,也正在成為安全與軍事沖突風(fēng)險(xiǎn)增大的區(qū)域。面對(duì)一系列新生挑戰(zhàn)與難題,既有的各種亞太安全機(jī)制難以有效應(yīng)對(duì),構(gòu)建一個(gè)包容、開放、多元、平衡的"跨太平洋安全合作架構(gòu)"既十分必要,也十分緊迫。該架構(gòu)并非另起爐灶,而是對(duì)現(xiàn)有地區(qū)安全機(jī)制的補(bǔ)充、整合、優(yōu)化、增效與提升,是一個(gè)多層次、多領(lǐng)域的系統(tǒng)與網(wǎng)絡(luò),旨在彌補(bǔ)亞太地區(qū)現(xiàn)有多邊安全機(jī)制的缺陷與不足,填補(bǔ)"全覆蓋型"地區(qū)安全機(jī)制的空白。其核心思想是,"太平洋足夠?qū)拸V",完全容得下地區(qū)所有國(guó)家一起共同發(fā)展,共享和平。
[Abstract]:The Asia-pacific region is not only the hope of the 21 st century, but also the region with increased risk of security and military conflict. In the face of a series of new challenges and problems, the existing Asia-Pacific security mechanisms are difficult to deal with effectively. It is both necessary and urgent to build an inclusive, open, pluralistic and balanced "Trans-Pacific Security Cooperation Architecture". This architecture is not a new one, but it complements, integrates, optimizes, enhances and enhances the existing regional security mechanisms. It is a multi-level, multi-domain system and network designed to make up for the shortcomings and shortcomings of the existing multilateral security mechanisms in the Asia-Pacific region. Fill in the gap in the "full coverage" area security mechanism. The core idea is that the Pacific is wide enough to allow all countries in the region to develop together and share peace.
