【摘要】：2014年以來,伴隨"伊斯蘭國"崛起,大批來自世界各地的極端分子奔赴敘利亞和伊拉克為"伊斯蘭國"而戰(zhàn),成為活躍在中東的"外國恐怖主義戰(zhàn)斗人員"。"外國恐怖主義戰(zhàn)斗人員"的涌現(xiàn)是多種因素綜合作用的結果,其存在不僅影響中東及其鄰近地區(qū)國家的安全和穩(wěn)定,也將對原籍國、中轉國的安全甚至世界反恐形勢產(chǎn)生重大影響。如何應對"外國恐怖主義戰(zhàn)斗人員"已成為整個國際社會面臨的重大安全挑戰(zhàn),需綜合運用多種手段加以應對。
[Abstract]:Since 2014, with the rise of the Islamic State, a large number of extremists from around the world have gone to Syria and Iraq to fight for the Islamic State, becoming "foreign terrorist fighters" active in the Middle East. " The emergence of foreign terrorist fighters is the result of a combination of factors whose existence not only affects the security and stability of the States of the Middle East and its adjacent regions, but also affects the countries of origin, The security of transit countries and even the world anti-terrorism situation have a major impact. How to deal with "foreign terrorist fighters" has become a major security challenge facing the entire international community.
