【摘要】：在對(duì)外戰(zhàn)略轉(zhuǎn)換過(guò)程中,存在著游離于決策制度和程序之外的復(fù)雜的權(quán)勢(shì)博弈,博弈的一方是在制度設(shè)計(jì)中被賦予特殊地位的政治統(tǒng)帥,另一方則是以理性決策為基礎(chǔ)的專業(yè)官僚隊(duì)伍。決定雙方在博弈中勝出的關(guān)鍵,是政治統(tǒng)帥的個(gè)性特點(diǎn)和官僚群體的權(quán)勢(shì)集合。在統(tǒng)帥個(gè)性不變的情況下,官僚群體的集合權(quán)勢(shì)越大,在政策博弈中勝出的概率越高,最后的政策也就越傾向于官僚群體的立場(chǎng)。而在官僚群體權(quán)勢(shì)不變的情況下,統(tǒng)帥個(gè)性越強(qiáng),在堅(jiān)持個(gè)人偏好方面就越固執(zhí),其在政策博弈中勝出的幾率就越高,最后決策也就越傾向于統(tǒng)帥的個(gè)人偏好。對(duì)比公元前166年和公元前133年漢廷兩次對(duì)匈奴戰(zhàn)略決策過(guò)程中統(tǒng)帥與官僚群體之間的博弈細(xì)節(jié),可以較好地印證上述理論。而在相同的政治制度背景中,統(tǒng)帥與官僚群體之間博弈的四種類型呈現(xiàn)的結(jié)果并不完全相異。加入時(shí)間的維度,雙方博弈的最終結(jié)果符合統(tǒng)帥個(gè)人偏好的幾率遠(yuǎn)較其他幾種結(jié)果更高。如果不深入分析決策細(xì)節(jié),觀察者會(huì)很容易把決策結(jié)果看成是統(tǒng)帥個(gè)人的專斷獨(dú)裁甚至是隨心妄為。這種發(fā)現(xiàn)對(duì)于我們觀察傳統(tǒng)中國(guó)和理解當(dāng)下中國(guó)對(duì)外戰(zhàn)略轉(zhuǎn)換不無(wú)裨益。
[Abstract]:In the process of foreign strategic transformation, there is a complicated power game outside the decision-making system and procedure. The party in the game is the political commander who is given a special position in the system design. The other is a professional bureaucracy based on rational decision-making. The key to win the game is the personality of the political commander and the power set of the bureaucratic group. Under the condition that the commander's personality is constant, the greater the collective power of the bureaucratic group, the higher the probability of winning in the policy game, and the more inclined the final policy is to the position of the bureaucratic group. Under the condition of the same power of bureaucratic group, the stronger the personality of the commander is, the more stubborn he is in insisting on his personal preference, and the higher the probability of winning in the policy game is, the more inclined he is to the personal preference of the commander in the final decision. Comparing the game details between the commander and the bureaucratic group in the strategic decision-making process of the Huns in 166BC and 133BC, the above theory can be well confirmed. In the same political system background, the results of the four types of game between commander and bureaucratic group are not completely different. In the dimension of time, the probability that the final result of game accords with the personal preference of commander is much higher than that of other results. Without a thorough analysis of the details of the decision, it is easy for observers to see the outcome as an arbitrary, dictatorial or even arbitrary decision by the commander-in-chief. This kind of discovery is helpful for us to observe traditional China and understand the transformation of China's foreign strategy.
