【摘要】：新型大國(guó)關(guān)系,指的是以相互尊重、互利共贏的合作伙伴關(guān)系為核心特征的大國(guó)關(guān)系。隨著中美兩國(guó)構(gòu)建新型大國(guó)關(guān)系共識(shí)的形成,可以預(yù)見(jiàn),中美兩軍關(guān)系也會(huì)進(jìn)入一個(gè)新的發(fā)展階段。將中美軍事外交關(guān)系納入新型大國(guó)關(guān)系框架,研究其發(fā)展面臨的機(jī)遇和挑戰(zhàn),國(guó)家利益應(yīng)是基本的視角和評(píng)判依據(jù)。機(jī)遇源于新型大國(guó)關(guān)系框架下中美兩國(guó)追求共同利益的需要,而挑戰(zhàn)則根植于兩國(guó)國(guó)家利益的矛盾處。中美兩國(guó)既有廣泛的共同利益,又有深刻的利益分歧。中美兩國(guó)利益的二元性特征決定了中美軍事外交必然是合作與競(jìng)爭(zhēng)、機(jī)遇與挑戰(zhàn)并存。構(gòu)建以平等互利、合作共贏為核心特征的新型大國(guó)關(guān)系將有可能引導(dǎo)中美兩軍關(guān)系走出"走走停停、低層次循環(huán)"的怪圈。當(dāng)然這需要中美兩國(guó)共同努力,以經(jīng)濟(jì)和安全為兩大支柱,以利益共同點(diǎn)為支撐,推動(dòng)兩國(guó)利益的共同面始終大于分歧面,兩軍為友的因素始終大于兩軍為敵的因素。
[Abstract]:A new type of great power relationship refers to a large country relationship characterized by mutual respect, mutual benefit and win-win cooperative partnership. With the formation of a consensus on building a new type of great power relationship between China and the United States, it can be predicted that Sino-US military relations will also enter a new stage of development. The national interests should be the basic angle of view and the basis for judging the military and diplomatic relations between China and the United States in the framework of a new type of great power relations and to study the opportunities and challenges facing their development. The opportunity comes from the need of China and the United States to pursue common interests under the framework of the new great power relationship, while the challenge is rooted in the contradiction between the two countries' national interests. China and the United States have broad common interests and profound differences of interest. The duality of the interests of China and the United States determines that military diplomacy between China and the United States is bound to be cooperation and competition, opportunities and challenges coexist. The construction of a new type of great power relationship with equality and mutual benefit as the core feature of cooperation and win-win cooperation will probably lead the relationship between China and the United States to walk out of the strange circle of "stop-and-go, low-level circulation". Of course, this requires the joint efforts of China and the United States, with economic and security as the two pillars and common interests as the support. The common side of promoting the interests of the two countries is always greater than that of differences, and the factor of friendship between the two armies is always greater than that of the two armies as enemies.
