【摘要】：[目的/意義]研究我國周邊涉恐安全風(fēng)險(xiǎn)環(huán)境的演進(jìn)過程和現(xiàn)實(shí)情況,從宏觀上把握我國恐怖主義活動(dòng)發(fā)展的外在條件的變化規(guī)律。[方法/過程]利用GTD的數(shù)據(jù),對(duì)周邊國家恐怖主義活動(dòng)數(shù)量、人員傷亡數(shù)、襲擊目標(biāo)、武器水平、襲擊方式等指標(biāo)進(jìn)行定量分析,在此基礎(chǔ)上,得出周邊涉恐安全風(fēng)險(xiǎn)環(huán)境的演變規(guī)律及影響,提出管控思路。[結(jié)果/結(jié)論]周邊涉恐安全風(fēng)險(xiǎn)環(huán)境分為可控期、活躍期、相對(duì)平穩(wěn)期和復(fù)雜期,目前處于最復(fù)雜的階段。應(yīng)加強(qiáng)周邊涉恐安全風(fēng)險(xiǎn)環(huán)境的監(jiān)測(cè),并基于"一帶一路"戰(zhàn)略進(jìn)行涉恐安全風(fēng)險(xiǎn)的聯(lián)合管控,充分發(fā)揮邊境管理的作用。
[Abstract]:Objective / significance: to study the evolution process and reality of the security risk environment around China, and to grasp the changing law of the external conditions for the development of terrorism in China from a macro perspective. [method / process] quantitative analysis of the number of terrorist activities, casualties, targets, weapon levels and methods of attack in neighboring countries using GTD data. The evolvement law and influence of the surrounding risk environment are obtained, and the control thoughts are put forward. [results / conclusion] the surrounding risk environment is divided into controllable period, active period, relative stationary period and complex period, and is currently in the most complex stage. It is necessary to strengthen the monitoring of the surrounding environment of terrorist security risks, and carry out joint control of terrorist security risks on the basis of "Belt and Road" strategy, so as to give full play to the role of border management.
