【摘要】：近年來(lái),中國(guó)作為新興援助國(guó)相繼提出了"中非共同體"非洲戰(zhàn)略和"一帶一路"發(fā)展戰(zhàn)略,引發(fā)了國(guó)際社會(huì)對(duì)中國(guó)是否將重新塑造國(guó)際發(fā)展援助架構(gòu)的討論。中國(guó)將自身定位為廣大發(fā)展中國(guó)家的"發(fā)展合作伙伴",積極參與國(guó)際發(fā)展援助,其目標(biāo)是為了實(shí)踐2015年11月習(xí)近平主席在二十國(guó)集團(tuán)峰會(huì)上首次向世界闡釋的"共享發(fā)展"理念。本文首先檢驗(yàn)了以發(fā)展援助委員會(huì)(DAC)為代表的傳統(tǒng)國(guó)際發(fā)展援助規(guī)范,認(rèn)為其已經(jīng)不能滿足廣大發(fā)展中國(guó)家的需求,接著分析了新興援助國(guó)對(duì)現(xiàn)有國(guó)際援助體系的沖擊,最后探討了中國(guó)獨(dú)特的發(fā)展援助規(guī)范,認(rèn)為其為發(fā)展中國(guó)家提供了更多的替代性選擇,卻不會(huì)對(duì)已有的國(guó)際援助體系構(gòu)成威脅。
[Abstract]:In recent years, as a new aid donor, China has put forward the "ECCAS" Africa strategy and "Belt and Road" development strategy, which has triggered a discussion in the international community on whether China will reshape the international development aid framework. China has positioned itself as a "development partner" of the vast number of developing countries and has actively participated in international development assistance. The goal is to put into practice the "shared development" concept that President Xi Jinping first explained to the world at the G20 summit in November 2015. This paper first examines the traditional international development assistance norms, represented by the Development Assistance Committee (DAC), and considers that they can no longer meet the needs of developing countries, and then analyzes the impact of emerging donor countries on the existing international aid system. Finally, the paper discusses China's unique development aid norms, which provide more alternative options for developing countries, but do not pose a threat to the existing international aid system.
