【摘要】：正外交是主權(quán)國家處理與他國關(guān)系、參與國際事務(wù)的主要方式,綜合國力則是外交的基礎(chǔ)和后盾。對(duì)外政策的制定和外交的運(yùn)作,都需認(rèn)真考慮國際形勢、他方狀況和本國實(shí)力三大方面。也就是說,外交決策必須把客觀環(huán)境與主觀意愿結(jié)合起來,不能一廂情愿。外交上強(qiáng)調(diào)的"審時(shí)度勢",就是要把握時(shí)勢的特點(diǎn)和變化,準(zhǔn)確估計(jì)自己的國力和能量,以最有利、最有效的外交選擇,維護(hù)本國根本利益。
[Abstract]:Positive diplomacy is the main way for sovereign states to handle relations with other countries and participate in international affairs, and comprehensive national strength is the basis and backing of diplomacy. The formulation of foreign policy and the operation of diplomacy need to seriously consider the international situation, the situation of other parties and the strength of the country. In other words, foreign policy-making must combine objective environment with subjective will, not wishful thinking. The emphasis in diplomacy is to grasp the characteristics and changes of the current situation, accurately estimate their national strength and energy, and safeguard their fundamental interests with the most favorable and effective diplomatic choices.
