六方會(huì)談機(jī)制研究

【摘要】: 朝核問(wèn)題六方會(huì)談歷時(shí)5年,經(jīng)歷了極其艱難的歷程。六方會(huì)談是解決朝鮮核武器問(wèn)題的多邊主義“路徑設(shè)計(jì)”。其目標(biāo)是通過(guò)有關(guān)各方在共同確認(rèn)半島無(wú)核化的前提之下協(xié)調(diào)相關(guān)的政策,進(jìn)而以多邊談判的方式促使朝鮮在“合法利益”得到滿足的前提下放棄核武器,同時(shí)實(shí)現(xiàn)朝鮮半島的和平與合作,結(jié)束朝鮮“孤立”和受“制裁”的狀態(tài),爭(zhēng)取朝鮮重回國(guó)際社會(huì)。但是時(shí)至今日六方會(huì)談陷入了僵局,它最初的設(shè)想:朝鮮半島無(wú)核化、有關(guān)國(guó)家關(guān)系正常化以及構(gòu)建東北亞地區(qū)安全機(jī)制等方面都沒有取得具有里程碑的進(jìn)展。六方會(huì)談?wù)凵涑隽撕芏嗟膯?wèn)題。 本文由梳理朝核問(wèn)題以及六方會(huì)談的由來(lái)、進(jìn)程切入主題,分析了朝核問(wèn)題的性質(zhì),六方會(huì)談建立的原因,接著應(yīng)用多邊主義以及國(guó)家利益的理性選擇理論分析了六方會(huì)談中各方的利益訴求、六方會(huì)談的適用性以及缺陷。進(jìn)而由六方會(huì)談引申到中國(guó)責(zé)任的問(wèn)題上,提出中國(guó)應(yīng)該對(duì)自己堅(jiān)持什么樣的定位,如何承擔(dān)國(guó)際責(zé)任等問(wèn)題,并給予解答。最后得出本文研究的三點(diǎn)結(jié)論:六方會(huì)談還是一個(gè)不夠成熟的多邊合作機(jī)制;六方會(huì)談應(yīng)該發(fā)展成為維護(hù)東北亞地區(qū)安全的多邊合作機(jī)制;要從中國(guó)的身份、地位角色出發(fā)來(lái)確定中國(guó)的國(guó)際責(zé)任。 本文通過(guò)對(duì)六方會(huì)談機(jī)制的研究在理論以及實(shí)踐上有助于豐富如何構(gòu)建東北亞地區(qū)安全合作機(jī)制以及加深對(duì)中國(guó)責(zé)任是什么以及中國(guó)責(zé)任的怎樣運(yùn)作的理解。
[Abstract]:The six-party talks on the North Korean nuclear issue, which lasted for five years, have undergone an extremely difficult process. The six-Party talks are a multilateral "path design" for resolving the North Korean nuclear weapons issue. Its objective is to coordinate the relevant policies through the parties concerned, in the context of joint recognition of the denuclearization of the peninsula, and thus to promote, through multilateral negotiations, the renunciation of nuclear weapons by the DPRK in the context of "legitimate interests" being met, At the same time, peace and cooperation on the Korean peninsula will be realized, and the state of "isolation" and "sanctions" of the DPRK will be put to an end, and the DPRK will return to the international community. But today the six-party talks have reached an impasse, with its initial vision of denuclearizing the Korean peninsula, normalizing relations and building security mechanisms in Northeast Asia without landmark progress. The six-Party talks are a reflection of many problems. This paper analyzes the nature of the DPRK nuclear issue and the reasons for the establishment of the Six-Party talks by combing the origin of the DPRK nuclear issue and the origin of the Six-Party talks, and the process cuts into the theme. Then, the author applies the theory of multilateralism and rational choice of national interests to analyze the interests of all parties in the Six-Party talks, the applicability and defects of the Six-Party talks. From the Six-Party talks to the question of China's responsibility, China should insist on what kind of positioning, how to assume international responsibility and other issues, and give answers. Finally, three conclusions of this paper are drawn: the Six-Party talks is still an immature multilateral cooperation mechanism; the Six-Party talks should be developed into a multilateral cooperative mechanism for safeguarding the security of Northeast Asia; and from China's identity, The role of status to determine China's international responsibilities. The research on the mechanism of Six-Party talks is helpful to enrich the understanding of how to construct the security cooperation mechanism in Northeast Asia and to understand the responsibility of China and how to operate the responsibility of China.
