【摘要】：隨著環(huán)境問(wèn)題作為非傳統(tǒng)安全問(wèn)題提上全球各個(gè)國(guó)家的議事日程,人們對(duì)環(huán)境保護(hù)與經(jīng)濟(jì)社會(huì)發(fā)展之間關(guān)系的認(rèn)識(shí)發(fā)生了深刻變化,這一變化促成的結(jié)果和顯著標(biāo)志便是在1992年6月召開(kāi)的聯(lián)合國(guó)環(huán)境與發(fā)展大會(huì)。這次會(huì)議是人類(lèi)環(huán)境保護(hù)史上的重要路標(biāo),成為繼1972年聯(lián)合國(guó)人類(lèi)環(huán)境會(huì)議后的第二座里程碑。大會(huì)簽署了包括《里約環(huán)境與發(fā)展宣言》和《21世紀(jì)議程》在內(nèi)的五個(gè)重要文件,取得了豐碩的成果,極大地促進(jìn)了人類(lèi)社會(huì)的可持續(xù)發(fā)展,將全球的環(huán)境與發(fā)展推向新的高潮。中國(guó)作為世界上最大的發(fā)展中國(guó)家,在會(huì)議的籌備、召開(kāi)以及后續(xù)行動(dòng)中發(fā)揮了重要的作用,得到了國(guó)際社會(huì)的普遍認(rèn)可與贊揚(yáng)。在相關(guān)問(wèn)題上,與“77國(guó)集團(tuán)”達(dá)成統(tǒng)一立場(chǎng),促進(jìn)了國(guó)際事務(wù)朝著公平與公正的方向發(fā)展。同時(shí),聯(lián)合國(guó)環(huán)境與發(fā)展大會(huì)的召開(kāi),也使中國(guó)認(rèn)識(shí)到了國(guó)內(nèi)環(huán)保事業(yè)中的不足與缺陷,從而揚(yáng)長(zhǎng)避短,完善了國(guó)內(nèi)的環(huán)保政策,制定了《中國(guó)21世紀(jì)議程》,促進(jìn)了國(guó)內(nèi)環(huán)保事業(yè)的發(fā)展。同時(shí),在更廣泛的范圍內(nèi),利用多層次的途徑,開(kāi)展環(huán)境保護(hù)方面的國(guó)際合作。
[Abstract]:With environmental issues as non-traditional security issues on the agenda of every country in the world, people's understanding of the relationship between environmental protection and economic and social development has undergone profound changes.The outcome and hallmark of this change was the United Nations Conference on Environment and Development, held in June 1992.This conference is an important landmark in the history of human environmental protection and the second milestone after the 1972 United Nations Conference on the Human Environment.The Congress signed five important documents, including the Rio Declaration on Environment and Development and agenda 21, which have achieved fruitful results, greatly promoted the sustainable development of human society and pushed global environment and development to a new climax.As the largest developing country in the world, China has played an important role in the preparation, convening and follow-up of the conference, and has been universally recognized and praised by the international community.On related issues, reaching a unified position with the Group of 77 has promoted the development of international affairs in the direction of fairness and justice.At the same time, the convening of the United Nations Conference on Environment and Development has also made China realize the shortcomings and shortcomings in the domestic environmental protection cause, thus promoting its strengths and circumventing its weaknesses and perfecting its domestic environmental protection policy.China's agenda 21 was formulated to promote the development of domestic environmental protection.At the same time, in a wider scope, the use of multi-level channels to develop international cooperation in environmental protection.
