【摘要】：作為制度框架最為豐富的區(qū)域計(jì)劃之一,擁有30多年合作經(jīng)驗(yàn)的地中海行動(dòng)計(jì)劃為閉海、半閉海區(qū)域海洋保護(hù)區(qū)合作建設(shè)提供了重要的可行性經(jīng)驗(yàn)。南海是一片擁有諸多復(fù)雜海洋爭端且易產(chǎn)生沖突的半閉海域。在南海海洋環(huán)境和生物多樣性保護(hù)刻不容緩的背景下,南海海洋保護(hù)區(qū)建設(shè)可從地中海行動(dòng)計(jì)劃中尋求借鑒經(jīng)驗(yàn),以突破區(qū)域合作治理的現(xiàn)實(shí)困境。文章概述了地中海行動(dòng)計(jì)劃,并分析了該計(jì)劃成功實(shí)現(xiàn)區(qū)域合作的機(jī)制,進(jìn)而提出關(guān)于南海海洋保護(hù)區(qū)建設(shè)的建議。
[Abstract]:As one of the richest regional plans in the institutional framework, the Mediterranean Action Plan (MAP), which has more than 30 years of cooperative experience, provides an important practical experience for the cooperative construction of marine protected areas in closed and semi-closed seas.The South China Sea is a semi-closed area with many complex maritime disputes and conflicts.Under the background of the protection of marine environment and biodiversity in the South China Sea, the construction of marine protected areas in the South China Sea can seek lessons from the Mediterranean Action Plan in order to break through the practical dilemma of regional cooperative governance.This paper summarizes the Mediterranean Action Plan, analyzes the mechanism of successful regional cooperation, and puts forward some suggestions on the construction of marine protected areas in the South China Sea.
