朝核問題六方會談中國多邊外交政策分析

【摘要】:自1989年法國民間衛(wèi)星發(fā)現(xiàn)朝鮮寧邊核設(shè)施以來,朝鮮核問題從此成為了東北亞地區(qū)安全問題的核心話題之一。而作為利益有關(guān)方,中國在朝核問題上的態(tài)度經(jīng)歷了兩次大幅度的轉(zhuǎn)變。1993年第一次朝核危機爆發(fā)時,中國的基本態(tài)度是不介入與不干涉。中國力促朝美雙方的直接談判,認為此舉可以實現(xiàn)朝核問題的和平解決。1994年10月,朝美雙方達成日內(nèi)瓦《框架協(xié)議》,朝核問題似乎已獲圓滿解決。但2003年,第二次朝核危機爆發(fā),朝鮮半島頃刻間進入了異常緊張的態(tài)勢。美國小布什政府的單邊主義外交、朝鮮強烈捍衛(wèi)金正日政權(quán)的決心以及中國胡溫政府的登臺執(zhí)政等諸多因素都促使中國開始認真思考以往的外交政策。經(jīng)過第一次朝核危機的教訓(xùn),中國也認識到這些問題的順利解決需要多邊外交與多邊機制。在復(fù)雜的東北亞各國國家利益沖突下,中國領(lǐng)導(dǎo)人認為,多邊外交有利于降低區(qū)域內(nèi)軍事沖突的可能性,并在各方達成共識的基礎(chǔ)上推動朝核問題的圓滿解決。而且,多邊機制的約束能夠防止朝鮮再次破壞核框架協(xié)議的意圖并使其獲得周邊國家的信賴。 第二次朝核危機以后,中國在朝核問題上前所未見推進了多邊外交,具體表現(xiàn)為積極推動六方會談的多邊機制。從內(nèi)部的驅(qū)動因素來看,中國共產(chǎn)黨中央領(lǐng)導(dǎo)集體對國際格局的認知及判斷的變化引起了中國對外戰(zhàn)略和政策的變化。冷戰(zhàn)結(jié)束以后,國際格局發(fā)生了重大變化,中共時代觀的改變在很大程度上影響到中國多邊外交政策的形成。通過對朝核問題六方會談的有效分析,可以了解中國政府推行多邊外交的主要動因及其影響。 隨著中國經(jīng)濟的快速增長及綜合國力的迅速提高,中國將越來越多的在地區(qū)和國際事務(wù)中采用多邊外交。朝核問題六方會談機制的創(chuàng)立及發(fā)展就是中國實行東北亞地區(qū)多邊外交的實例。因此,通過對朝核問題六方會談中國多邊外交政策動因及其影響的深刻分析,不僅可以全面了解近年來中國在東北亞地區(qū)開展多邊外交的脈絡(luò),而且可以深入地探尋多邊外交與國家利益之間的關(guān)系。
[Abstract]:Since 1989, when the French folk satellite discovered the Yongbyon nuclear facility in North Korea, the North Korean nuclear issue has become one of the core topics of security issues in Northeast Asia.As a stakeholder, China's attitude on the North Korean nuclear issue has undergone two big changes. When the first North Korean nuclear crisis broke out in 1993, China's basic attitude was non-intervention and non-interference.China strongly urges direct talks between the DPRK and the United States, believing that this can achieve a peaceful settlement of the DPRK nuclear issue. In October 1994, the DPRK and the United States reached the Geneva Framework Agreement, and the DPRK nuclear issue seems to have been satisfactorily resolved.But in 2003, the second North Korean nuclear crisis broke out, the Korean peninsula immediately entered an unusually tense situation.The unilateral diplomacy of the Bush administration, the strong determination of North Korea to defend Kim Jong-il 's regime, and the arrival of China's Huwen administration all urge China to seriously reflect on its previous foreign policy.After the lessons of the first North Korean nuclear crisis, China also recognizes that the smooth resolution of these problems requires multilateral diplomacy and multilateral mechanisms.Under the complicated conflicts of national interests of Northeast Asian countries, Chinese leaders believe that multilateral diplomacy is conducive to reducing the possibility of military conflicts in the region and promoting a satisfactory resolution of the North Korean nuclear issue on the basis of consensus reached by all parties.Moreover, a multilateral regime would prevent North Korea from undermining the nuclear framework again and gaining the trust of its neighbors.After the second North Korea nuclear crisis, China has never advanced multilateral diplomacy on the North Korean nuclear issue, as shown by the multilateral mechanism for actively promoting the six-party talks.From the internal driving factors, the changes of the cognition and judgment of the central leadership of the Communist Party of China to the international structure have caused the change of China's foreign strategy and policy.Since the end of the Cold War, great changes have taken place in the international structure, and the change of the view of the times of the CPC has greatly affected the formation of China's multilateral foreign policy.Through the effective analysis of the six-party talks on the North Korean nuclear issue, we can understand the main motives and influence of the Chinese government in pursuing multilateral diplomacy.With the rapid growth of China's economy and the rapid improvement of its comprehensive national strength, China will adopt more and more multilateral diplomacy in regional and international affairs.The establishment and development of the six-party talks on the DPRK nuclear issue is an example of China's multilateral diplomacy in Northeast Asia.Therefore, through a profound analysis of the causes and effects of China's multilateral foreign policy in the six-party talks on the DPRK nuclear issue, we can not only fully understand the context of China's multilateral diplomacy in Northeast Asia in recent years.The relationship between multilateral diplomacy and national interests can also be explored in depth.
