【摘要】：當(dāng)歷史進入21世紀(jì),全球化浪潮迅猛發(fā)展,世界格局出現(xiàn)重大變革,深刻地影響著中國和阿拉伯國家的內(nèi)政外交。國際環(huán)境的發(fā)展變化不僅為增進中阿之間的團結(jié)合作提供了新的機遇,同時也提出了新的挑戰(zhàn),傳統(tǒng)的合作方式已經(jīng)不能完全滿足中阿關(guān)系的發(fā)展要求。在此背景下,中阿合作論壇應(yīng)時而生。 成立于2004年的中阿合作論壇已經(jīng)成功召開了四屆部長級會議,通過了一系列重要文件,形成了以政治、能源、經(jīng)貿(mào)、文化合作為主,兼顧其他領(lǐng)域的合作框架,合作內(nèi)容日益豐富,機制建設(shè)不斷完善。6年來,中阿合作論壇從有到無,從良好的愿望到具體的行動,取得了巨大成就。 當(dāng)前,中阿合作論壇的發(fā)展充滿了機遇,其外部環(huán)境、內(nèi)部因素以及論壇機制本身都為論壇的發(fā)展提供了有利的條件。與此同時,中阿合作論壇也面臨著一些不容忽視的挑戰(zhàn),這突出表現(xiàn)在中阿之間的內(nèi)在障礙、國際環(huán)境的外在阻力以及論壇機制本身的局限性等方面。但總體來看,機遇與挑戰(zhàn)并存,機遇大于挑戰(zhàn),中阿合作論壇具有良好發(fā)展前景。 面對機遇和挑戰(zhàn),我們既不能盲目樂觀亦不能消極悲觀。須知,機遇是客觀存在的,也是稍縱即逝的,挑戰(zhàn)是無法逃避的,又是必須超越的。而能否及時抓住機遇,實現(xiàn)飛躍性發(fā)展,是對中阿雙方智慧的考驗。中阿雙方應(yīng)盡力做到順勢而為,乘勢而上,抓住機遇,避開威脅,有所作為。 “風(fēng)物長宜放眼量”,筆者堅信,中阿合作論壇必將會成為中阿合作中的一朵奇葩。
[Abstract]:As history enters the 21st century, the tide of globalization develops rapidly, and the world pattern changes greatly, which deeply influences the internal and foreign affairs of China and Arab countries.The development and changes of the international environment not only provide new opportunities for enhancing the unity and cooperation between China and Argentina, but also put forward new challenges. The traditional cooperation mode can no longer fully meet the requirements of the development of Sino-Arab relations.In this context, the Sino-Arab Cooperation Forum should be born.The China-Arab Cooperation Forum, which was established in 2004, has successfully convened four ministerial meetings, adopted a series of important documents, and formed a framework for cooperation in political, energy, economic, trade, and cultural cooperation, taking into account other fields.Over the past six years, the China-Arab Cooperation Forum has made great achievements from having something to nothing, from good intentions to concrete actions.At present, the development of Sino-Arab Cooperation Forum is full of opportunities, and its external environment, internal factors and the forum mechanism itself provide favorable conditions for the development of the Forum.At the same time, the Sino-Arab Cooperation Forum also faces some challenges that can not be ignored, which is manifested in the internal obstacles between China and Argentina, the external resistance of the international environment and the limitations of the Forum mechanism itself.But overall, opportunities and challenges coexist, opportunities are greater than challenges, and the Sino-Arab Cooperation Forum has a good prospect.Faced with opportunities and challenges, we can neither blindly optimistic nor negative pessimism.It is important to know that opportunities exist objectively and are fleeting. Challenges are unavoidable and must be transcended.Whether or not we can seize the opportunity and achieve rapid development in time is a test of the wisdom of both China and Arab countries.China and Argentina should try their best to conform to the trend, take advantage of the situation, seize the opportunity, avoid threats, and make a difference.I firmly believe that Sino-Arab Cooperation Forum will become a wonderful flower in Sino-Arab Cooperation.
