【摘要】：上海合作組織擴員是印巴兩國與上合組織創(chuàng)始成員國深思熟慮后的慎重決定。擴員順利實施得益于相互需要增強、內(nèi)外環(huán)境變化和擴員制度完善三個條件。擴員是上合組織發(fā)展壯大的必經(jīng)階段。印巴兩國加入上合組織為成員國經(jīng)濟發(fā)展、貿(mào)易融通、能源合作、交通互聯(lián)、安全合作帶來了新機遇。為充分利用擴員機遇,上合組織需妥善處理決策效率、共同身份構(gòu)建、不同互聯(lián)互通思路整合等挑戰(zhàn),弱化擴員副作用。
[Abstract]:The expansion of the SCO was a deliberate decision of both India and Pakistan and the founding members of the SCO.The smooth implementation of the expansion benefits from three conditions: mutual need enhancement, internal and external environment change and the perfection of the staff expansion system.The expansion of the membership is the necessary stage of the development and growth of the Shanghai Cooperation Organization.The accession of India and Pakistan to the SCO has brought new opportunities for economic development, trade finance, energy cooperation, transportation interconnection and security cooperation among member countries.In order to make full use of the opportunity of expansion, SCO should deal with the challenges of decision-making efficiency, construction of common identity, integration of different interconnection ideas and so on, and weaken the side effects of expansion.
