【摘要】：以美國大選"黑客門"為代表的網絡安全問題已經成為影響國際安全的不穩(wěn)定因素之一,并對網絡空間的國際治理和安全架構提出了更高的要求。從目前的研究看,國際規(guī)范、治理機制等領域的理論范式對網絡安全議題具有非常強的解釋力,但也面臨著網絡安全技術帶來的挑戰(zhàn),需要在理論與方法上進行一定調適。以美國大選"黑客門"為例來分析,已經出現(xiàn)了網絡空間安全從分散到融合,網絡安全態(tài)勢從等級化到非對稱,網絡空間從權力擴散向網絡賦權三大趨勢。因此,國際社會需要采取務實舉措,推進平等參與并建立綜合性機制框架來共同應對上述挑戰(zhàn)。對于中國而言,從建設網絡強國的角度來看,應該直面當前國際網絡安全面臨的困境,主動設置議程,推動網絡空間的規(guī)范建設,維護網絡空間的和平穩(wěn)定,使網絡空間也成為人類命運共同體。
[Abstract]:The problem of network security, represented by "hacker door" in American election, has become one of the unstable factors affecting international security, and has put forward higher requirements for the international governance and security architecture of cyberspace.From the current research, the theoretical paradigm in the field of international norms, governance mechanism and other fields has a very strong explanatory power to the topic of network security, but it also faces the challenges of network security technology, so it is necessary to adjust the theory and method to a certain extent.Taking the "hacker door" in the American election as an example, there have been three major trends of cyberspace security, from decentralization to integration, from hierarchy to asymmetry, and from power diffusion to network empowerment in cyberspace.The international community therefore needs to take practical steps to promote equal participation and a comprehensive institutional framework to address these challenges.As far as China is concerned, from the point of view of building a powerful cyber power, we should face up to the plight of the current international network security, take the initiative to set the agenda, promote the norm building of cyberspace, and maintain the peace and stability of cyberspace.Make cyberspace also become human destiny community.
