【摘要】：中亞是歐亞大陸的戰(zhàn)略樞紐，中亞五國因此從地緣政治、地緣經(jīng)濟、地緣文化方面日益凸顯出其戰(zhàn)略重要性。近年中國積極參與上海合作組織活動，并以上海合作組織為平臺與中亞五國發(fā)展雙多邊關(guān)系。 十年來，上海合作組織已從建立之初打擊“三股勢力”（恐怖主義、分裂主義和極端主義）的安全合作目標(biāo)定位，逐漸發(fā)展成為合作內(nèi)容日趨多元的國際組織。上海合作組織一面不斷完善其組織結(jié)構(gòu)并積極開展同上海合作組織以外國家及多邊組織建立廣泛聯(lián)系，一面采取具體措施鞏固與擴大政治經(jīng)濟影響。上海合作組織提倡“互信、互惠、平等協(xié)商、尊重多樣文明和謀求共同發(fā)展”的“上海精神”，這種新安全觀也獲得了國際社會的廣泛認可。 然而，，上海合作組織在發(fā)展進程中面臨著來自內(nèi)部及外部的諸多挑戰(zhàn)。中亞地區(qū)存在很多其它軍事或經(jīng)濟合作組織，同時上海合作組織的中亞成員國大都奉行平衡的外交政策。這些都為上海合作組織的進一步發(fā)展增添了困難和不確定性。 如何加強中國同中亞五國的戰(zhàn)略關(guān)系，并且使上海合作組織在地區(qū)合作中更具吸引力？本文認為中國應(yīng)從軟實力層面深化中國與中亞五國的戰(zhàn)略互信，并且完善上海合作組織的合作內(nèi)容，提升上海合作組織的合作效率。
[Abstract]:Central Asia is the strategic hub of Eurasia, so the five Central Asian countries increasingly highlight their strategic importance from the aspects of geopolitics, geo-economy and geo-culture.In recent years, China has actively participated in the activities of the Shanghai Cooperation Organization and has developed bilateral and multilateral relations with the five Central Asian countries on the platform of the Shanghai Cooperation Organization.In the past ten years, the SCO has gradually developed into an international organization with increasingly diverse contents from the goal of fighting against the "three forces" (terrorism, separatism and extremism) at the beginning of its establishment.While continuously perfecting its organizational structure and actively establishing extensive ties with other countries and multilateral organizations, the SCO takes concrete measures to consolidate and expand its political and economic influence.The Shanghai Cooperation Organization advocates the "Shanghai spirit" of "mutual trust, mutual benefit, equal consultation, respect for diverse civilizations and the pursuit of common development." this new security concept has also been widely recognized by the international community.However, the SCO faces many challenges both internally and externally in the development process.There are many other military or economic cooperation organizations in Central Asia, and most of the Central Asian members of the Shanghai Cooperation Organization pursue a balanced foreign policy.All these have added difficulties and uncertainties to the further development of the Shanghai Cooperation Organization.How to strengthen the strategic relationship between China and the five Central Asian countries and make the SCO more attractive in regional cooperation?This paper holds that China should deepen the strategic mutual trust between China and the five Central Asian countries from the aspect of soft power, perfect the cooperation content of the Shanghai Cooperation Organization, and enhance the cooperation efficiency of the Shanghai Cooperation Organization.
