【摘要】：20世紀60年代,南海問題開始凸顯,而當前這一問題逐漸呈現(xiàn)白熱化的發(fā)展趨勢。南海是中國的固有領土,海峽兩岸的中國人在南海遭受侵害之時,應該攜手共同保衛(wèi)中國的民族利益。本文以兩岸在南海問題上的合作為研究對象,從必要性、可行性、合作路向等幾個方面對兩岸南海合作進行了分析。 本文共分為三部分。 第一部分分析海峽兩岸在南海問題上開展合作的必要性。首先介紹了南海問題的發(fā)展現(xiàn)狀,對南海問題的由來與爭端現(xiàn)狀進行了分析。其次,對南海對于兩岸的重要意義給予了論述,以此說明在南海島礁和資源被激烈爭奪的形勢下,海峽兩岸有必要在這一問題上及時開展合作。第二部分考察海峽兩岸在南海問題上進行合作的可行性。首先,對兩岸各自的南海政策進行了分析,在此基礎上歸納出兩岸南海政策的相似之處,這是兩岸南海合作的政策基礎。其次,考究了現(xiàn)階段兩岸南海合作的諸多有利條件。第三部分探究海峽兩岸在南海問題上的合作路向以及難點。首先,論述了兩岸南海合作需要遵循的原則。其次,深入分析了兩岸南海合作的具體路徑,合作可從以下幾方面開展：強化兩岸在南海問題上的“一中”共識,靈活處理兩岸共同參與國際活動的問題,從低敏感度的事務性領域為合作切入點,建立兩岸軍事協(xié)調(diào)機制。最后,指出了兩岸南海合作的難點,主要是兩岸對南�！爸鳈唷贝嬗械臓幾h,以及臺灣拓展對外關系之訴求與外部勢力介入的策應,這兩個難點使合作充滿了變數(shù)。
[Abstract]:In the 1960's, the South China Sea problem began to highlight, but the current problem gradually showed a trend of white-hot development.The South China Sea is an inherent territory of China, and Chinese people on both sides of the strait should work together to defend China's national interests when the South China Sea is violated.This paper analyzes the cooperation between the two sides of the South China Sea from the aspects of necessity, feasibility, direction of cooperation and so on, taking the cooperation between the two sides of the South China Sea as the research object.This paper is divided into three parts.The first part analyzes the necessity of cooperation between the two sides of the strait on the South China Sea issue.Firstly, this paper introduces the development of the South China Sea problem, analyzes the origin of the South China Sea problem and the status quo of the dispute.Secondly, the importance of the South China Sea to the two sides of the strait is discussed, so as to show that it is necessary for the two sides of the Taiwan Strait to cooperate on this issue in a timely manner under the situation that the islands and reefs and resources in the South China Sea are being fiercely contested.The second part examines the feasibility of cross-strait cooperation on the South China Sea issue.First of all, this paper analyzes the two sides' South China Sea policies, and sums up the similarities of the two sides' South China Sea policies, which is the policy basis of cross-strait cooperation in the South China Sea.Secondly, the current stage of cross-strait cooperation in the South China Sea many favorable conditions.The third part explores the direction and difficulties of the cooperation between the two sides of the strait in the South China Sea.First of all, discussed the two sides of the South China Sea cooperation to follow the principles.Secondly, it deeply analyzes the specific path of cross-strait cooperation in the South China Sea, which can be carried out in the following aspects: strengthening the "one China" consensus on the South China Sea issue between the two sides of the strait, and flexibly handling the issue of joint participation in international activities between the two sides.From the low-sensitive business field as a starting point for cooperation, the establishment of cross-strait military coordination mechanism.Finally, the paper points out the difficulties of the cooperation between the two sides of the strait in the South China Sea, mainly the disputes over the "sovereignty" of the South China Sea, as well as the demands of Taiwan to expand its foreign relations and the countermeasures of the external forces' intervention. These two difficulties make the cooperation full of variables.
