【摘要】： 作為一個(gè)綜合實(shí)力和國(guó)際影響力都蒸蒸日上的崛起中的大國(guó),中國(guó)的對(duì)外援助問題已經(jīng)是國(guó)際關(guān)系學(xué)界關(guān)注的一個(gè)熱點(diǎn)問題。但是,由于南太平洋島國(guó)國(guó)家面積小,人口稀少,經(jīng)濟(jì)落后,地理位置特殊,交通不便利,資料和信息的獲得都比較困難,因而長(zhǎng)久以來,中國(guó)國(guó)際關(guān)系學(xué)界對(duì)于中國(guó)和南太平洋島國(guó)之間關(guān)系的研究非常有限。 本文首先對(duì)于文章的選題意義、目的以及國(guó)內(nèi)外關(guān)于該題目的研究現(xiàn)狀做了提綱挈領(lǐng)的介紹。接著,文章總結(jié)分析了中國(guó)的對(duì)外援助基本情況,對(duì)新中國(guó)成立至今的中國(guó)對(duì)外援助的歷史發(fā)展階段以及不同階段的推動(dòng)力做了梳理。由于大多數(shù)學(xué)者對(duì)于南太島國(guó)的陌生性,第三部分文章介紹了南太島國(guó)基本情況以及其對(duì)于中國(guó)在外交承認(rèn)、資源、地理位置、外交戰(zhàn)略等方面的重要意義。之后,本文重點(diǎn)介紹了中國(guó)對(duì)南太平洋島國(guó)地區(qū)對(duì)外援助的總體情況,包括援助原則和指導(dǎo)思想、援助機(jī)構(gòu)和機(jī)制、援助規(guī)模和特點(diǎn)以及總結(jié)評(píng)價(jià)。最后,對(duì)于中國(guó)南太平洋島國(guó)地區(qū)對(duì)外援助政策提出了三點(diǎn)建議:協(xié)調(diào)各方利益,提高對(duì)外援助效率;完善對(duì)外援助機(jī)構(gòu)設(shè)置,確保外援有效實(shí)施;改革對(duì)外援助模式,鼓勵(lì)外援主體多元化。 總而言之,本文將有助于我們系統(tǒng)了解中國(guó)和南太島國(guó)關(guān)系的發(fā)展,加深對(duì)中國(guó)對(duì)外援助的特點(diǎn)和實(shí)際效果的理解,也有助于我們更好地把握南太平洋各島國(guó)外交承認(rèn)的影響因素,從而在處理相關(guān)問題中做出恰當(dāng)?shù)姆磻?yīng)。
[Abstract]:As a rising power with comprehensive strength and international influence, the issue of China's foreign aid has become a hot issue in the field of international relations.However, due to the small size, small population, backward economy, special geographical location, inconvenient transportation and difficult access to information and information, the South Pacific island countries have long been in a position to do so.The research on the relationship between China and the South Pacific island countries is very limited.At first, this paper gives a brief introduction to the significance, purpose and research status of this topic at home and abroad.Then, the article summarizes and analyzes the basic situation of China's foreign aid, and combs the historical development stage and the driving force of different stages of China's foreign aid since the founding of the people's Republic of China.Because most scholars are unfamiliar to the South Pacific island, the third part introduces the basic situation of the South Pacific island and its significance to China in diplomatic recognition, resources, geographical location, diplomatic strategy and so on.After that, this paper focuses on the general situation of China's foreign aid to the South Pacific island region, including the aid principles and guiding ideology, aid agencies and mechanisms, the size and characteristics of the aid, and the summary and evaluation.Finally, three suggestions are put forward for the foreign aid policy of China's South Pacific island region: to coordinate the interests of all parties, to improve the efficiency of foreign aid; to improve the setting up of foreign aid institutions to ensure the effective implementation of foreign aid; and to reform the foreign aid model.Encourage the diversification of foreign aid bodies.In a word, this paper will help us to understand systematically the development of relations between China and the South Pacific island countries, and to deepen our understanding of the characteristics and practical effects of China's foreign aid.It also helps us to better understand the factors affecting diplomatic recognition in the South Pacific island countries and to respond appropriately in dealing with related issues.
