【摘要】：在國際關(guān)系中,安全都是互動的產(chǎn)物。國家謀求安全就是謀求與他國相關(guān)的利益。這樣形成的互動會使國家在安全上相互依賴,并且會構(gòu)成國際安全體系。國家間所存在的主權(quán)與外交關(guān)系、政治與價值認同關(guān)系、地緣關(guān)系、軍事關(guān)系、經(jīng)濟關(guān)系以及全球治理關(guān)系等都內(nèi)含安全上的相互作用與相互影響。這些安全關(guān)系所體現(xiàn)的是主權(quán)國家結(jié)構(gòu)。這種結(jié)構(gòu)從整體上講具有無政府狀態(tài)下的自助和規(guī)范約束下的共存兩個基本屬性。自利與自助會導(dǎo)致國家間發(fā)生沖突,但主權(quán)規(guī)范下的共存又會使國家行為受到約束。由于國家在安全互動中對現(xiàn)狀的改變只有得到相關(guān)方的同意才能真正消除不安全狀態(tài),因此謀求合法性與共同安全乃是安全互動的必然走向。任何國家在國際安全體系中實現(xiàn)自己的安全利益,都要有實力和能力改變現(xiàn)狀,但同時又要讓安全互動有可以談判的空間以利于得到相關(guān)方的同意。在互動中,只有讓一定的結(jié)局實現(xiàn)合法化,國家所面對的安全問題才能得到最終解決。
[Abstract]:In international relations, security is the product of interaction.The pursuit of national security is the pursuit of the interests of other countries.Such interaction would make States interdependent on security and constitute an international security system.The relations of sovereignty and diplomacy, political and value identity, geopolitics, military affairs, economic relations and global governance all contain the interaction and interaction of security.These security relationships reflect the structure of sovereign states.As a whole, this structure has two basic attributes: self-help in anarchic state and coexistence under canonical constraints.Self-interest and self-help will lead to conflict between states, but coexistence under sovereign norms will restrict state behavior.Since the change of the status quo in the process of security interaction can eliminate the insecurity only with the consent of the relevant parties, seeking legitimacy and common security is the inevitable trend of security interaction.Any country to realize its own security interests in the international security system must have the strength and the ability to change the status quo, but at the same time, let the security interaction have room for negotiation in order to obtain the consent of the relevant parties.In the process of interaction, only by legalizing a certain outcome can the security problems faced by the country be finally resolved.
