【摘要】：2013年是美國政府實施北極戰(zhàn)略力度最大的一年,這是白宮和五角大樓日益認識到其在北極事務上嚴重落后于其他北極國家而做出的補救措施。對于北極這個充滿希望的"新邊疆",奧巴馬政府將推行"向北看"外交,在北極投入更多的精力和資源,以爭取東北、西北航道的自由航行權和北極事務的主導權。盡管美國步入戰(zhàn)略收縮期,其北極新戰(zhàn)略的落實還將面臨諸多障礙,但美國這一新變化必將給北極地緣政治、經濟乃至地區(qū)治理產生重大影響,這值得我們去分析和預判。
[Abstract]:2013 was the biggest year for the U.S. government to implement its Arctic strategy, a remedy that the White House and the Pentagon are increasingly recognizing are lagging far behind other Arctic countries.For the promising new frontier, the Obama administration will pursue "northward" diplomacy and invest more energy and resources in the Arctic to fight for freedom of navigation and dominance of the North East and Northwest Passage.Although the United States has stepped into a period of strategic contraction, the implementation of its new Arctic strategy will still face many obstacles, but this new change of the United States will have a significant impact on Arctic geopolitics, economy and even regional governance, which is worthy of our analysis and prediction.
