【摘要】：中國經(jīng)濟(jì)的高速發(fā)展不僅為國際和平與穩(wěn)定做出了貢獻(xiàn)，同時(shí)也為世界經(jīng)濟(jì)的發(fā)展提供了強(qiáng)大的動(dòng)力。但世界各國在對(duì)中國的發(fā)展予以肯定，對(duì)中國的貢獻(xiàn)予以贊賞的同時(shí)，也對(duì)中國的崛起有幾分擔(dān)心。特別是在東南亞地區(qū)，周邊小國雖與中國相處相對(duì)融洽，但對(duì)中國權(quán)力過分強(qiáng)大的擔(dān)憂，也讓他們開始借助外力對(duì)中國展開制衡，這就是“大國平衡戰(zhàn)略”。近幾年，中國與周邊國家的領(lǐng)海、領(lǐng)土爭端問題不斷，尤其是南海爭端的局勢始終未曾冷卻，在一定程度上影響了我國與周邊國家關(guān)系的良好發(fā)展。有些學(xué)者更是提出，在中國周圍已經(jīng)形成了遏制中國發(fā)展的包圍圈。包圍圈一說的論據(jù)雖然不夠充分，，也遭到了一些學(xué)者的否定。但我們的外交環(huán)境確實(shí)變得更為復(fù)雜了，東南亞國家“大國平衡戰(zhàn)略”的實(shí)施就是其中的復(fù)雜因素之一。本文以越南的“大國平衡戰(zhàn)略”為主要研究對(duì)象，希望通過對(duì)越南采取“大國平衡戰(zhàn)略”的背景以及原因進(jìn)行分析，為我國制定相應(yīng)的對(duì)策提供依據(jù)。以越南為范例，為我國處理與東南亞其他國家以及東盟整體的關(guān)系探尋新的思路。
[Abstract]:The rapid development of Chinese economy not only makes a contribution to international peace and stability, but also provides a powerful impetus for the development of the world economy. The surrounding country although Chinese along relatively well, but the China power excessively strong concern, also let them start with external expansion checks on China, this is the "balance of power" strategy. In recent years, China and neighboring countries led the sea, territorial disputes, particularly in the South China Sea dispute situation has not been cooling. To a certain extent affected the development of good relations between China and neighboring countries. Some scholars also proposed, in Chinese has formed a circle around the curb China development. Surrounded by a said argument Although not enough, also criticized by some scholars. But our diplomatic environment is becoming more complex, Southeast Asian countries "balance of power" strategy implementation is one of the complex factor. Based on Vietnam's "balance of power" strategy as the main research object, hope that through the analysis of "balance of power" strategy the background and reason of Vietnam, provide the basis for China to formulate corresponding countermeasures. In Vietnam, for example, to explore new ideas for the treatment of China and other countries in Southeast Asia and ASEAN as a whole relationship.
