【摘要】：中國與印度現(xiàn)在作為兩個重要的亞洲國家，在西藏問題上一直存有矛盾。解決和處理好西藏問題對于發(fā)展中印關(guān)系具有重要的作用，印度與中國西藏地方關(guān)系更應(yīng)是解決中印之間西藏問題的基礎(chǔ)所在。 1949年新中國成立后，印度與中國建交后，雙方出于各自考慮決定就西藏現(xiàn)存問題進行談判，1953年印度政府提出就印度在中國西藏問題進行談判，中國政府予以積極回應(yīng)，1953年12月底，雙方就中印在中國西藏地方的通商問題開始進行談判，在談判中，雙方就商務(wù)代理處的設(shè)立及商人、香客的各種便利問題進行了為期四個多月的談判，并于1954年簽訂了《中印關(guān)于中國西藏地方和印度之間的通商和交通協(xié)定》。 本文通過分析此次談判，從經(jīng)濟通商的角度對此次談判和所達成的協(xié)定進行評價，，認(rèn)為該協(xié)定并未從實際上解決中國西藏地區(qū)與印度之間存在的通商不平等問題。
[Abstract]:China and India , as two important Asian countries , have been ambivalent on the issue of Tibet . The resolution and handling of the question of Tibet have an important role in the development of Sino - Indian relations , and the relations between India and Tibet should be the basis for the settlement of the Tibet issue between India and India .

After the founding of the People ' s Republic of China in 1949 , after the establishment of diplomatic relations between India and China , the two sides decided to negotiate on Tibet ' s existing problems . In 1953 , the Government of India initiated negotiations on the issue of India ' s Tibet issue in Tibet . In the negotiations , the two sides held a four - month negotiation on the establishment of the business agency and various facilitation issues of businessmen and pilgrims , and signed a trade agreement and transport agreement between Tibet and India in 1954 .

Based on the analysis of the negotiation , this paper evaluates the negotiation and the agreement reached from the perspective of economic quotient , and believes that the agreement does not solve the problem of trade and commerce between China ' s Tibet and India .
