【摘要】：對(duì)外援助是國(guó)際社會(huì)十分普遍的現(xiàn)象,非洲是國(guó)際社會(huì)援助的重點(diǎn)地區(qū)。中國(guó)從1956年開始對(duì)非洲提供援助,經(jīng)過50多年的發(fā)展,中國(guó)對(duì)非援助成為了中國(guó)外交的一大特色,成為了發(fā)展中非關(guān)系的橋梁和紐帶,也為非洲擺脫殖民主義統(tǒng)治,促進(jìn)非洲經(jīng)濟(jì)社會(huì)發(fā)展,實(shí)現(xiàn)民族獨(dú)立和國(guó)家進(jìn)步做出了重要的貢獻(xiàn)。21世紀(jì)以來,經(jīng)濟(jì)全球化和政治多極化的深入發(fā)展使得中非都面臨著新的機(jī)遇和挑戰(zhàn),在中非合作論壇機(jī)制的推動(dòng)下,中國(guó)對(duì)非援助呈現(xiàn)出了新的特點(diǎn)。日本是世界上重要的援助提供國(guó),也是國(guó)際社會(huì)提供對(duì)非援助的重要國(guó)家。20世紀(jì)80年代以來在經(jīng)濟(jì)大國(guó)地位穩(wěn)定和政治大國(guó)欲望上升的推動(dòng)下日本不斷提升非洲在日本外交中的地位,擴(kuò)大對(duì)非援助的規(guī)模和力度,增加對(duì)非援助在對(duì)外援助中所占的比重,增強(qiáng)對(duì)非洲的影響力,21世紀(jì)以來這一趨勢(shì)更加明顯。由此可見,非洲對(duì)于中日在21世紀(jì)的外交戰(zhàn)略中都具有十分重要的地位,中日都會(huì)運(yùn)用對(duì)非援助這一政策工具發(fā)展與非關(guān)系,從21世紀(jì)以來的十余年的對(duì)非援助情況來看,中日在對(duì)非援助的動(dòng)因、理念、機(jī)制、渠道和方式等方面體現(xiàn)出了一些異同,通過這些異同我們可以看到中日在當(dāng)前對(duì)非援助中的關(guān)系以及日本對(duì)非援助的經(jīng)驗(yàn)對(duì)于中國(guó)的啟示和借鑒。 本文分為四個(gè)部分,第一部分是導(dǎo)論,主要介紹21世紀(jì)以來中日對(duì)非援助的背景及比較的意義,國(guó)內(nèi)外研究現(xiàn)狀以及研究方法和創(chuàng)新之處；第二部分首先介紹了對(duì)外援助的概念和發(fā)展歷程,其次回顧了中日兩國(guó)對(duì)非援助的歷程,對(duì)21世紀(jì)以來對(duì)非援助的事實(shí)進(jìn)行了歸納總結(jié)并分析了各自的特點(diǎn)；第三部分從中日兩國(guó)21世紀(jì)以來對(duì)非援助的事實(shí)和特點(diǎn)出發(fā)分析了中日在對(duì)非援助的動(dòng)因、理念、機(jī)制、渠道和方式等方面的異同；第四部分則是在分析中日對(duì)非援助異同的基礎(chǔ)上進(jìn)一步探討中日在對(duì)非援助中競(jìng)爭(zhēng)與合作關(guān)系和日本對(duì)非援助經(jīng)驗(yàn)對(duì)于中國(guó)發(fā)展對(duì)外援助的啟示。
[Abstract]:Foreign aid is a very common phenomenon in the international community, and Africa is the key area of international assistance.China began to provide assistance to Africa in 1956. After more than 50 years of development, China's aid to Africa has become a major feature of China's diplomacy, a bridge and link for the development of Sino-African relations, and a way out of colonial rule for Africa.Promoting economic and social development in Africa, achieving national independence and national progress. Since the 21st century, economic globalization and the deepening development of political multipolarization have made both China and Africa face new opportunities and challenges.China's aid to Africa has taken on new features under the China-Africa Cooperation Forum mechanism.Japan is an important aid provider in the world.Japan is also an important country providing assistance to Africa by the international community. Since the 1980s, Japan has continuously upgraded Africa's position in Japan's diplomacy, driven by the stability of its economic power status and the rising desire of political power.Expanding the scale and strength of aid to Africa, increasing the proportion of aid to Africa in foreign aid, and enhancing the influence on Africa, this trend has become more obvious since the 21st century.It can be seen from this that Africa plays a very important role in the diplomatic strategy of China and Japan in the 21st century. Both China and Japan will use aid to Africa as a policy tool to develop relations with Africa. From the perspective of aid to Africa for more than a decade since the 21st century,China and Japan have shown some similarities and differences in the motives, concepts, mechanisms, channels and methods of aid to Africa.Through these similarities and differences, we can see the relationship between China and Japan in the current aid to Africa and the enlightenment and reference to China from Japan's experience in aid to Africa.This paper is divided into four parts, the first part is an introduction, mainly introduces the background and comparative significance of Sino-Japanese aid to Africa since the 21st century, the current research situation at home and abroad, the research methods and innovations;The second part first introduces the concept and development of foreign aid, then reviews the history of China and Japan's aid to Africa, summarizes the facts of aid to Africa since the 21st century and analyzes their characteristics.The third part analyzes the similarities and differences between China and Japan in the motivation, concept, mechanism, channels and methods of aid to Africa since the 21st century.The fourth part is based on the analysis of the similarities and differences between China and Japan in aid to Africa, and further explore the relationship of competition and cooperation between China and Japan in aid to Africa, as well as the enlightenment of Japan's experience in aid to Africa for China's development of foreign aid.
