【摘要】：本文主要探究了美國(guó)現(xiàn)任總統(tǒng)奧巴馬執(zhí)政以來(lái),美國(guó)對(duì)俄國(guó)政策的新調(diào)整,分析了兩國(guó)關(guān)系的新變化和特點(diǎn)。美俄雙方通過(guò)一系列的“接觸與對(duì)話”成功的實(shí)現(xiàn)了“重啟”,并在削減核武器、東歐導(dǎo)彈部署、阿富汗反恐戰(zhàn)爭(zhēng)等各個(gè)領(lǐng)域展開(kāi)了廣泛的合作。但是,美俄兩國(guó)的矛盾由來(lái)已久,“重啟”的途中伴隨著不間斷的摩擦與沖突。北約東擴(kuò)、削減核武器和歐洲部署導(dǎo)彈防御系統(tǒng)、地緣戰(zhàn)略爭(zhēng)奪、意識(shí)形態(tài)和價(jià)值觀等方面的斗爭(zhēng),給雙方關(guān)系的緩和帶來(lái)了陰影。這是由于美俄雙方在全球性的大國(guó)戰(zhàn)略目標(biāo)、戰(zhàn)略安全、經(jīng)濟(jì)合作等領(lǐng)域存在著根本性的矛盾,所以“重啟”之路并不平坦。目前的國(guó)內(nèi)國(guó)際環(huán)境決定了美俄之間的對(duì)話與合作應(yīng)該是雙邊關(guān)系的主要基調(diào),但是期間的斗爭(zhēng)不可避免,未來(lái)還存在著許多不可預(yù)測(cè)的變量。因此,美俄雙方的“重啟”呈現(xiàn)出美國(guó)主動(dòng)示好、集中在安全和軍事領(lǐng)域、合作中存在著對(duì)抗和具有重新惡化的不安定因素等特點(diǎn)。因此,奧巴馬執(zhí)政以來(lái)的美俄關(guān)系具有曲折性和雙重性,是一種以“對(duì)話與合作”為基調(diào)的在斗爭(zhēng)中求團(tuán)結(jié)的關(guān)系。
[Abstract]:This paper mainly probes into the new adjustment of American policy toward Russia since the current US President Barack Obama came into power, and analyzes the new changes and characteristics of the relationship between the two countries.Through a series of "contacts and dialogues", the United States and Russia have successfully "restarted" and have carried out extensive cooperation in various fields, such as nuclear weapons reduction, missile deployment in Eastern Europe, and the war on terror in Afghanistan.However, the contradiction between the United States and Russia has a long history, "restart" along the way with uninterrupted friction and conflict.The eastward expansion of NATO, the reduction of nuclear weapons and the deployment of a missile defense system in Europe, the geo-strategic struggle, ideology and values have cast a shadow over the relaxation of relations between the two sides.This is due to the fundamental contradictions between the United States and Russia in the global strategic goals, strategic security, economic cooperation and other areas, so the road of "restart" is not smooth.The current domestic and international environment determines that the dialogue and cooperation between the United States and Russia should be the main tone of bilateral relations, but the struggle during the period is inevitable, and there are many unpredictable variables in the future.Therefore, the "restart" of the United States and Russia shows that the United States has taken the initiative to make a good offer, focusing on the security and military fields, and there are some characteristics in the cooperation, such as confrontation and unstable factors with a renewed deterioration.Therefore, since Obama took office, the relationship between Russia and the United States has been characterized by twists and turns, and it is a kind of unity in struggle based on dialogue and cooperation.
