【摘要】：中國地處歐亞大陸東部、太平洋西岸,這樣的地理位置天然地就與不安全感聯(lián)系在一起。從陸上周邊來看,活躍在中國周邊的恐怖主義、分裂主義、極端主義以及其他跨國犯罪活動都直接威脅中國的安全。此外,還有朝鮮半島核危機,事實上已經(jīng)上升為中國周邊安全的重要問題。從海上周邊來看,中國與周邊一些國家存在著島嶼主權(quán)之爭等問題。因此,中國周邊安全問題呈現(xiàn)出多樣性、復雜性的趨勢。但是,從戰(zhàn)略的層面看,有四大結(jié)構(gòu)性矛盾影響中國周邊安全,即中國對外開放與島鏈困鎖的矛盾、中國的和平發(fā)展與周邊國家的非武力挑釁的矛盾、中國的"一帶一路"倡議與美國的TPP協(xié)議的矛盾,以及中國和平崛起與美國和平遏制的矛盾。因此,處理中國周邊安全問題需要中國智慧。
[Abstract]:China is located in the eastern part of Eurasia, on the west coast of the Pacific Ocean, a geographical location that is naturally linked to insecurity.On land, terrorism, separatism, extremism and other transnational criminal activities around China are a direct threat to China's security.In addition, there is the Korean Peninsula nuclear crisis, in fact, has become an important issue of security around China.From the point of view of the maritime periphery, China and some neighboring countries have island sovereignty disputes and other issues.Therefore, China's peripheral security issues show a trend of diversity and complexity.However, from a strategic point of view, there are four major structural contradictions that affect China's peripheral security, namely, the contradiction between China's opening up to the outside world and the island chain lock, and the contradiction between China's peaceful development and the non-military provocation of the neighboring countries.The contradiction between China's "Belt and Road" initiative and the TPP agreement of the United States, as well as the contradiction between China's peaceful rise and the peaceful containment of the United States.Therefore, to deal with China's peripheral security issues requires China's wisdom.
