【摘要】：以網(wǎng)絡(luò)為代表的信息技術(shù)的發(fā)展深刻影響著人類生活的眾多方面,而作為網(wǎng)絡(luò)技術(shù)與外交活動(dòng)相結(jié)合的產(chǎn)物——網(wǎng)絡(luò)外交的興起則對(duì)于國(guó)際政治與國(guó)家安全產(chǎn)生了重要影響。本文結(jié)合近幾年來(lái)網(wǎng)絡(luò)外交的實(shí)踐,對(duì)于其興起動(dòng)因、主要形式與特點(diǎn)進(jìn)行了說(shuō)明；在此基礎(chǔ)上,重點(diǎn)論析了網(wǎng)絡(luò)外交活動(dòng)對(duì)于國(guó)家政治安全的影響。 文章共分四個(gè)部分進(jìn)行論述。第一章緒論說(shuō)明了選題的背景、意義,相關(guān)問(wèn)題的研究現(xiàn)狀,及主要研究方法與創(chuàng)新點(diǎn)。第二章詳細(xì)介紹了近年來(lái)網(wǎng)絡(luò)外交活動(dòng)興起的實(shí)踐與動(dòng)因,說(shuō)明了其主要類型與特點(diǎn)。在結(jié)合網(wǎng)絡(luò)外交具體案例的基礎(chǔ)上,將網(wǎng)絡(luò)外交活動(dòng)劃分為“直接網(wǎng)絡(luò)外交”與“間接網(wǎng)絡(luò)外交／模糊網(wǎng)絡(luò)外交”兩種主要模式。這一劃分理清了網(wǎng)絡(luò)外交的概念,利于對(duì)其進(jìn)一步的分析探討。第三章在對(duì)于網(wǎng)絡(luò)環(huán)境下國(guó)家政治安全說(shuō)明的基礎(chǔ)上,重點(diǎn)分析了網(wǎng)絡(luò)外交活動(dòng)對(duì)于國(guó)家主權(quán)、意識(shí)形態(tài)安全、政治穩(wěn)定等方面所可能產(chǎn)生的影響,尤其是指出了網(wǎng)絡(luò)外交可能透過(guò)政治謠言、動(dòng)搖政權(quán)合法性與刺激非制度性政治參與威脅到國(guó)家的政治穩(wěn)定,這是其較之于傳統(tǒng)外交模式的主要突破所在。第四章主要結(jié)合信息主權(quán)在國(guó)家政治安全中的重要意義,提出了“虛擬邊疆”的概念；并且通過(guò)對(duì)于網(wǎng)絡(luò)外交多面性的總結(jié),結(jié)合我國(guó)現(xiàn)階段的具體國(guó)情,提出網(wǎng)絡(luò)外交對(duì)于維護(hù)我國(guó)國(guó)家政治安全的若干思考。
[Abstract]:The development of information technology, represented by the network, has a profound impact on many aspects of human life. As a result of the combination of network technology and diplomatic activities, the rise of network diplomacy has had an important impact on international politics and national security. The main forms and characteristics are explained, and on this basis, the influence of network diplomacy on national political security is analyzed. This paper is divided into four parts. The first chapter introduces the background, significance, research status of related issues. The second chapter introduces the practice and motivation of the emergence of network diplomacy in recent years, and explains its main types and characteristics. The network diplomacy is divided into two main modes: "direct network diplomacy" and "indirect network diplomacy / fuzzy network diplomacy". This division clarifies the concept of network diplomacy. The third chapter, on the basis of the explanation of national political security under the network environment, focuses on the analysis of the influence of network diplomacy on national sovereignty and ideological security. In particular, it points out that network diplomacy may threaten the country's political stability through political rumors, shake the legitimacy of the regime and stimulate non-institutional political participation. This is the main breakthrough in comparison with the traditional diplomatic model. Chapter four mainly combines the important significance of information sovereignty in national political security, puts forward the concept of "virtual frontier", and summarizes the multifaceted nature of network diplomacy. According to the current situation of our country, this paper puts forward some thoughts on the maintenance of national political security by network diplomacy.
