【摘要】：判斷對外戰(zhàn)略與國家利益的維護是否一致,應(yīng)看其能否在正確判斷時代特征的基礎(chǔ)上,對國家利益面臨的威脅進行正確評估,對自身的國力和發(fā)展水平有著清醒的認識,從而使其相對于國家的其他戰(zhàn)略,更能做到成本與收益對比的最大化。當前"和平發(fā)展"的時代特征,中國和西方國家國力水平的差距,以及中國崛起期正確認識自身國力成長的需求,都決定了韜光養(yǎng)晦戰(zhàn)略是當前中國理性維護國家利益的需要;而從成本和收益的對比看,隨著中國崛起步伐的加快,中國的周邊環(huán)境日益復(fù)雜,西方和周邊國家在一定程度上通過觀察中國的行事方式和國家戰(zhàn)略決定如何與之交往,因而韜光養(yǎng)晦在目前及可預(yù)見的未來,都是使中國的成本收益對比最大化的國家戰(zhàn)略。即便中國的領(lǐng)土和海洋權(quán)益在某些西方國家居心叵測的挑動下受到一定的挑戰(zhàn),但中國同西方及周邊國家關(guān)系中合作與競爭的并存,中國在大國力量平衡中權(quán)重的加大,都決定了只要中國外交不犯顛覆性錯誤,韜光養(yǎng)晦是完全可以做到的。
[Abstract]:To judge whether the foreign strategy is consistent with the maintenance of the national interests, we should see whether it can correctly assess the threats to the national interests on the basis of correctly judging the characteristics of the times, and have a clear understanding of its own national strength and level of development. In order to make it more likely to maximize the contrast between costs and benefits in relation to other national strategies. The characteristics of the current era of "peaceful development" and the gap between the national strength of China and the western countries, And the need to correctly understand the growth of China's own national strength during the period of its rise, all of which determine that the strategy of keeping a low profile is the need for China to protect its national interests rationally at present; and from the comparison of costs and benefits, with the acceleration of the pace of China's rise, China's surrounding environment is becoming increasingly complex, and the West and neighboring countries, to some extent, decide how to interact with China by observing its way of doing business and its national strategy, thus keeping a low profile in the present and foreseeable future. Both are national strategies to maximize China's cost-benefit ratio. Even if China's territorial and maritime rights and interests are challenged by some Western countries' ulterior motives, However, the coexistence of cooperation and competition between China and the West and its neighboring countries, and the increase of China's weight in the balance of power among the great powers, all determine that it is completely possible to hide one's strength and preserve one's shadow as long as China's diplomacy does not make a subversive mistake.
