【摘要】： 聯(lián)合國維和行動是聯(lián)合國實現(xiàn)其維護世界和平與安全宗旨的重要手段和偉大創(chuàng)舉。六十多年來,聯(lián)合國維和行動在維護世界和平與安全中發(fā)揮了重大作用,并得到了世界各國人民的認可和支持。當人類跨入二十一世紀,因國際安全形勢威脅的多樣化趨勢使聯(lián)合國維和行動“前景廣闊”；同時,鑒于聯(lián)合國維和行動自身的模糊性和制度化缺失,以美國為首的西方國家在參與維和行動中濃厚的“西方色彩”,以及受援國家或地區(qū)沖突方式的變化等,使聯(lián)合國維和行動“任重道遠”。但正如聯(lián)合國前秘書長安南所坦言：“盡管成功和失敗兼而有之,維和行動應繼續(xù)下去�！� 中國高度重視和支持聯(lián)合國在聯(lián)合國憲章精神的指導下,為維護國際和平與安全發(fā)揮應有的作用；同時,積極致力于維護國際和平與安全,并在維持和平、解決爭端以及消除戰(zhàn)禍等領域中發(fā)揮了獨特而有建設性的作用。參與聯(lián)合國維和行動不但是中國作為世界大國應該承擔的重要責任,而且也是順應中國國際利益增多的必然要求,并為中國更深層次地融入到國際安全機制提供了一個重要而有效的平臺。但是,“希望與困難同在,機遇與挑戰(zhàn)并存�！庇捎诼�(lián)合國維和行動的復雜性；中國在自身參與維和行動中可用資源的限制,以及當前國際安全形勢的新變化與維和行動發(fā)展的新動向等,給中國參與維和行動提出了新的考驗。 面對聯(lián)合國維和行動中的嚴峻挑戰(zhàn),必須按照聯(lián)合國憲章的精神以及聯(lián)合國維和行動實踐的“真知”,堅決維護聯(lián)合國在維和行動中的統(tǒng)一指揮；維護行之有效的傳統(tǒng)原則；加強國際合作；改革維和機制；量力而行開展維和；確定任務授權以及制定和平戰(zhàn)略等,以促進聯(lián)合國維和行動不斷發(fā)展�！扒败囍H,后世之鑒�！泵鎸χ袊鴧⑴c聯(lián)合國維和行動中新的考驗,我們必須堅持以聯(lián)合國憲章的宗旨和原則為指導,認真總結并吸取聯(lián)合國維和行動中成功的經驗和失敗的教訓,以“實現(xiàn)世界和平與發(fā)展”戰(zhàn)略宗旨,以“實現(xiàn)中國的強國戰(zhàn)略與和平崛起，，”戰(zhàn)略目標,并依維和行動的情勢而定,在實踐中創(chuàng)造性地制定參與聯(lián)合國維和行動的戰(zhàn)略路徑,敢于在國際熱點地區(qū)和熱點問題等重大維和事務中發(fā)出自己的聲音,彰顯中國“負責任大國”形象和風范,從而推進“和諧世界”的建設。
[Abstract]:United Nations peacekeeping operations are an important means and a great innovation for the United Nations to achieve its purpose of maintaining world peace and security. For more than 60 years, United Nations peacekeeping operations have played a major role in the maintenance of world peace and security. And has been recognized and supported by the peoples of the world. As mankind enters the 21 century, United Nations peacekeeping operations have "broad prospects" due to the diversified trend of threats to the international security situation; at the same time, In view of the lack of ambiguity and institutionalization of United Nations peacekeeping operations, the strong "Western color" of the United States-led Western countries in their participation in peacekeeping operations, and the changes in conflict patterns in recipient countries or regions, "A long way to go" for UN peacekeeping operations. But as former UN Secretary General Kofi Annan admitted, "despite both successes and failures, peacekeeping operations should continue." China attaches great importance to and supports the United Nations, guided by the spirit of the Charter of the United Nations, in playing its due role in the maintenance of international peace and security. At the same time, it is actively committed to the maintenance of international peace and security and to maintaining peace. It has played a unique and constructive role in such fields as resolving disputes and eliminating the scourge of war. It is not only China's important responsibility as a world power to participate in United Nations peacekeeping operations, It is also a necessary requirement for the increase of China's international interests and provides an important and effective platform for China's deeper integration into the international security mechanism. Opportunities and challenges coexist. "due to the complexity of United Nations peacekeeping operations, the constraints on the resources available to China in its participation in peacekeeping operations, and the new changes in the current international security situation and the new trends in the development of peacekeeping operations, It presents a new test for China's participation in peacekeeping operations. In the face of the severe challenges in UN peacekeeping operations, it is necessary to firmly uphold the unity of command in UN peacekeeping operations and the traditional principles of effectiveness in accordance with the spirit of the UN Charter and the "true knowledge" of UN peacekeeping practice. Strengthening international cooperation; reforming peacekeeping mechanisms; carrying out peacekeeping within its means; defining mandates and formulating peace strategies, etc., in order to facilitate the continued development of United Nations peacekeeping operations... "in the face of the new test of China's participation in United Nations peacekeeping operations, we must adhere to the purposes and principles of the Charter of the United Nations and conscientiously sum up and draw lessons from successful experiences and failures in United Nations peacekeeping operations," With the strategic aim of "realizing world peace and development" and "realizing China's strategy and peaceful rise of great powers," the strategic goal is to creatively formulate the strategic path to participate in UN peacekeeping operations in practice, depending on the situation of peacekeeping operations. We dare to voice our voice in major peacekeeping affairs such as international hot spots and hot issues so as to show China's image and demeanour of a "responsible big country" and thus promote the construction of a "harmonious world".
