【摘要】：信息時(shí)代的恐怖活動(dòng)與網(wǎng)絡(luò)的聯(lián)系越來越緊密。但是,相比對計(jì)算機(jī)網(wǎng)絡(luò)系統(tǒng)的直接攻擊,更多情況下,網(wǎng)絡(luò)被恐怖分子或組織用做進(jìn)行常規(guī)的、非破壞性的活動(dòng)手段和工具,如建立恐怖組織網(wǎng)站以及社交網(wǎng)絡(luò)賬號進(jìn)行恐怖信息發(fā)布、宣傳和人員招募,通過電子郵件以及手機(jī)應(yīng)用軟件傳輸恐怖組織刊物和信件、協(xié)調(diào)計(jì)劃以及組織恐怖活動(dòng)等。"伊斯蘭國"是恐怖活動(dòng)與網(wǎng)絡(luò)結(jié)合應(yīng)用的典型代表,其網(wǎng)絡(luò)恐怖活動(dòng)的成功經(jīng)驗(yàn)對其他極端組織有著某種程度上的示范效應(yīng)。具體而言,Web 2.0時(shí)代的網(wǎng)絡(luò)恐怖活動(dòng)機(jī)制主要包括六大方面,即網(wǎng)絡(luò)宣傳與認(rèn)知構(gòu)建、廣泛撒網(wǎng)與精確動(dòng)員、行為暗示與行動(dòng)指南、暴力展示與恐怖效果、敲詐勒索和網(wǎng)絡(luò)融資、虛實(shí)威脅與非對稱優(yōu)勢。針對網(wǎng)絡(luò)恐怖活動(dòng)緊跟技術(shù)潮流的特點(diǎn)和趨勢,可以通過國家責(zé)任、公司責(zé)任、民眾義務(wù)及國際合作的相互結(jié)合來進(jìn)行應(yīng)對。
[Abstract]:The terrorist activities in the information age are more and more closely related to the network.But more often than direct attacks on computer network systems, networks are used by terrorists or organizations as conventional, non-destructive means of activity and tools."such as the establishment of terrorist organization websites and social network accounts for terrorist information, propaganda and recruitment, the transmission of terrorist organization publications and letters through e-mail and mobile phone applications, coordination of plans and organization of terrorist activities, etc."The Islamic State is a typical example of the combination of terrorist activities and networks, and its successful experience of cyberterrorism has a certain degree of exemplary effect on other extremist organizations.Specifically, the mechanism of network terrorism in the Web 2.0 era mainly includes six aspects, namely, network propaganda and cognitive construction, extensive netting and accurate mobilization, behavior suggestion and action guide, violence display and terrorist effect, extortion and network financing.Virtual reality threat and asymmetric advantage.In view of the characteristics and trends of cyberterrorism following the trend of technology, it can be dealt with through the combination of national responsibility, corporate responsibility, public obligation and international cooperation.
