【摘要】：東盟地區(qū)常年受地震、洪水、病疫、火山、臺(tái)風(fēng)等重大災(zāi)害的侵襲,泥石流、疾病、騷亂等次生災(zāi)害亦十分頻繁。東盟各成員國(guó)大多屬于低收入或中低等收入國(guó)家,抗災(zāi)能力十分有限,人口、經(jīng)濟(jì)方面的災(zāi)害損失十分嚴(yán)重,社會(huì)、生態(tài)環(huán)境影響亦非常深遠(yuǎn)。正是充分認(rèn)識(shí)到這一點(diǎn),自成立以來(lái),東盟就頗為關(guān)注災(zāi)害管理。不過(guò)受域內(nèi)、域外多層因素的影響,東盟災(zāi)害管理發(fā)展并非呈線性遞增式。在成立之初,基于運(yùn)輸安全的考慮,東盟建立了一些聯(lián)合應(yīng)對(duì)海難與空難的機(jī)制。在20世紀(jì)90年代,東盟災(zāi)害管理發(fā)展甚為遲緩,僅從環(huán)境方面給予災(zāi)害一定的關(guān)注。新世紀(jì)以來(lái),經(jīng)過(guò)歷次重大自然災(zāi)害的洗禮,在東盟共同體建設(shè)宏偉目標(biāo)的推動(dòng)下、在國(guó)際社會(huì)的大力支持下,東盟災(zāi)害管理取得了飛速發(fā)展,成果頗豐。然而,通過(guò)定量的宏觀與定性的微觀評(píng)估可以看出,東盟災(zāi)害管理仍然具有較大的強(qiáng)化空間。災(zāi)害科研、機(jī)制建設(shè)、減災(zāi)與防災(zāi)、恢復(fù)與重建、合作伙伴管理等方面還需更進(jìn)一步的豐富與完善。在2015年完成第一階段發(fā)展目標(biāo)的基礎(chǔ)之上,東盟需在完善科研管理機(jī)制、優(yōu)化管理體制、提升減災(zāi)與防災(zāi)質(zhì)量、引領(lǐng)備災(zāi)與應(yīng)急進(jìn)程、深化恢復(fù)與重建責(zé)任、科學(xué)發(fā)展國(guó)際合作關(guān)系等方面繼續(xù)推進(jìn),以實(shí)現(xiàn)東盟災(zāi)害管理再發(fā)展。
[Abstract]:The ASEAN region is also frequently affected by major disasters, such as earthquakes, floods, epidemics, volcanoes, typhoons and other major disasters, mudslides, diseases, riots and other secondary disasters. Most ASEAN member countries are low-income or low- and middle-income countries. The disaster resistance is very limited, the disaster loss in population and economy is very serious, and the social and ecological environment impact is very far-reaching. It is fully recognized that since its establishment, ASEAN has paid considerable attention to disaster management. However, in the affected region, The development of disaster management in ASEAN is not linearly increasing due to the influence of multi-layer factors. At the beginning of its existence, ASEAN established some joint mechanisms to deal with shipwrecks and air disasters, based on the consideration of transport safety. The development of disaster management in ASEAN is very slow, and it only pays attention to disasters from the environmental aspect. Since the new century, after the baptism of major natural disasters and the promotion of the grand goal of building the ASEAN Community, With the strong support of the international community, ASEAN disaster management has made rapid development, and has made great achievements. However, through quantitative macro and qualitative microscopic assessment, it can be seen that ASEAN disaster management still has a large space for strengthening disaster research. Mechanism building, disaster reduction and disaster prevention, recovery and reconstruction, partner management, and so on, need to be further enriched and improved. On the basis of the completion of the first phase of development goals in 2015, ASEAN needs to improve its scientific research management mechanism. We should optimize the management system, improve the quality of disaster reduction and prevention, lead the process of disaster preparedness and emergency response, deepen the responsibility of recovery and reconstruction, and develop the international cooperative relationship scientifically, so as to realize the redevelopment of disaster management in ASEAN.
