【摘要】：冷戰(zhàn)時(shí)期,美國(guó)為了拉攏日本成為對(duì)抗社會(huì)主義國(guó)家的盟友,對(duì)釣魚(yú)島先是不宣而占,接著就在20世紀(jì)70年代擅自把管轄權(quán)授受給日本,一手造成釣魚(yú)島爭(zhēng)端。美國(guó)重返亞太使釣魚(yú)島爭(zhēng)端呈現(xiàn)如下戰(zhàn)略態(tài)勢(shì):美、日在釣魚(yú)島爭(zhēng)端博弈中的戰(zhàn)略意圖日趨明晰化;釣魚(yú)島爭(zhēng)端日趨復(fù)雜化、尖銳化、僵局化和求解困難化。中國(guó)應(yīng)對(duì)釣魚(yú)島爭(zhēng)端的方略應(yīng)該是:堅(jiān)持和平發(fā)展的大戰(zhàn)略,主張和平解決釣魚(yú)島爭(zhēng)端;繼續(xù)運(yùn)用國(guó)際法等手段,維護(hù)釣魚(yú)島主權(quán);增強(qiáng)包括軍事實(shí)力在內(nèi)的綜合實(shí)力,為和平解決釣魚(yú)島爭(zhēng)端奠定堅(jiān)實(shí)基礎(chǔ);采取多種形式,積極應(yīng)對(duì)釣魚(yú)島輿論戰(zhàn);加強(qiáng)協(xié)調(diào)和溝通,構(gòu)建釣魚(yú)島爭(zhēng)端管控機(jī)制。
[Abstract]:During the Cold War, in order to win over Japan as an ally against socialist countries, the United States first undeclared and occupied the Diaoyu Islands, and then granted jurisdiction to Japan without authorization in the 1970s. The return of the United States to the Asia-Pacific region has made the Diaoyu Islands dispute take on the following strategic posture: the United States and Japan's strategic intent in the game of the Diaoyu Islands dispute is becoming clearer and clearer; the Diaoyu Islands dispute is becoming more complicated and sharper. China's strategy to deal with the Diaoyu Islands dispute should be: adhere to the great strategy of peaceful development, advocate the peaceful settlement of the Diaoyu Islands dispute, continue to use international law and other means to maintain the sovereignty of the Diaoyu Islands; Strengthen the comprehensive strength, including military strength, to lay a solid foundation for the peaceful settlement of the Diaoyu Islands dispute; take various forms to actively respond to the Diaoyu Islands public opinion war; strengthen coordination and communication; and build a control mechanism for the Diaoyu Islands dispute.
