【摘要】： 中美關(guān)系作為當(dāng)今世界上最重要、最富活力以及最為復(fù)雜的雙邊關(guān)系,自1979年兩國(guó)建交以來的30年,在中美雙方共同努力下,中美關(guān)系不斷取得積極進(jìn)展并日臻成熟。30年來,中美關(guān)系的發(fā)展已今非昔比,兩國(guó)關(guān)系從最初的安全上的戰(zhàn)略需求到經(jīng)濟(jì)上的相互依賴再到今天的多領(lǐng)域、多層次、多面向的交流合作,中美關(guān)系呈現(xiàn)出愈益多彩的景觀。但由于中美兩國(guó)政治制度、發(fā)展模式、意識(shí)形態(tài)和歷史文化傳統(tǒng)不同,中美兩國(guó)關(guān)系發(fā)展依然受到世界總體形勢(shì)、各自國(guó)內(nèi)政治、文化因素以及臺(tái)灣、人權(quán)、經(jīng)貿(mào)等問題的制約和影響�？傊�,今天中美關(guān)系的內(nèi)涵、領(lǐng)域、任務(wù)特別是特點(diǎn)已經(jīng)發(fā)生了較大的變化。而中美關(guān)系能否持續(xù)、健康的發(fā)展又受到這些變化的深刻影響,然而也只有深刻把握中美關(guān)系特點(diǎn)的變化,才能更加有的放矢的推動(dòng)中美關(guān)系健康持續(xù)的發(fā)展。正是基于這樣的認(rèn)識(shí),本文就以中美建交30年為背景,以中美建交30年的特點(diǎn)變化為研究重點(diǎn),對(duì)中美關(guān)系30年來的變化進(jìn)行了剖析,并在此基礎(chǔ)上對(duì)中美關(guān)系的發(fā)展進(jìn)行了思考。希冀能為中美關(guān)系的發(fā)展提供一點(diǎn)政策建議與參考。本文正文分四個(gè)部分： 第一部分主要闡述了中美關(guān)系自建交發(fā)展至今天呈現(xiàn)出的基本特點(diǎn)。重點(diǎn)分析了中美關(guān)系所呈現(xiàn)出的大國(guó)性、差異性、復(fù)雜性、全球性特點(diǎn)。 第二部分主要對(duì)中美關(guān)系30年特點(diǎn)進(jìn)行了5個(gè)方面的比較研究。作為本文研究重點(diǎn)與難點(diǎn),本部分采用比較分析、案例分析等方法對(duì)發(fā)展中美關(guān)系的出發(fā)點(diǎn)與動(dòng)力、中美關(guān)系的社會(huì)基礎(chǔ)、中美關(guān)系機(jī)制化建設(shè)、中美關(guān)系定位、中美關(guān)系依存度進(jìn)行了詳細(xì)比較。 第三部分在第二部分的基礎(chǔ)上,針對(duì)中美關(guān)系30年所發(fā)生的變化,得出了一些啟示。包括全局長(zhǎng)遠(yuǎn)的戰(zhàn)略觀是發(fā)展中美兩國(guó)建設(shè)性合作關(guān)系的關(guān)鍵；持續(xù)擴(kuò)大的共同利益是維系中美關(guān)系的堅(jiān)實(shí)基礎(chǔ)；尊重和照顧彼此核心利益是中美關(guān)系穩(wěn)定發(fā)展的首要原則；創(chuàng)新對(duì)話合作的體制機(jī)制是中美關(guān)系深入發(fā)展的重要平臺(tái)；民間友好交往是推動(dòng)中美關(guān)系持久發(fā)展的不竭動(dòng)力五個(gè)方面。 第四部分主要論述了發(fā)展中美關(guān)系面臨的現(xiàn)實(shí)問題與挑戰(zhàn)。這些挑戰(zhàn)主要包括臺(tái)灣問題、經(jīng)濟(jì)貿(mào)易問題、人權(quán)民主等價(jià)值觀問題、國(guó)內(nèi)政治問題以及戰(zhàn)略互信問題。 由于個(gè)人主觀偏好,使得論證過程中難免帶著個(gè)人的主觀意愿,特別是建交30年來中美特點(diǎn)的變化以及中國(guó)對(duì)美國(guó)釋放的善意,以及對(duì)于美國(guó)方面的真實(shí)反映,由于資料限制以及學(xué)術(shù)視野的狹窄,可能忽略許多精妙之點(diǎn),這一空缺只能留待以后補(bǔ)上。
[Abstract]:As the most important, dynamic and complex bilateral relationship in the world today, Sino-US relations have made continuous positive progress and matured over the past 30 years since the establishment of diplomatic relations between the two countries in 1979, thanks to the joint efforts of the two countries. The development of Sino-US relations has changed from the initial strategic needs of security to the interdependence of the economy to the multi-field, multi-level, multi-oriented exchanges and cooperation today. Sino-US relations are showing an increasingly colorful landscape. However, due to the differences in the political systems, development models, ideology, and historical and cultural traditions between China and the United States, the development of Sino-US relations is still subject to the overall world situation and their respective domestic politics. Cultural factors, as well as the constraints and influences of Taiwan, human rights, economic and trade issues. In short, the connotation, fields, and tasks of Sino-US relations have changed considerably today, especially in terms of their characteristics. But can Sino-US relations be sustainable? The healthy development is also deeply affected by these changes. However, only by profoundly grasping the changes in the characteristics of Sino-US relations, can we more purposefully promote the healthy and sustainable development of Sino-US relations. It is precisely based on this understanding, Based on the background of the establishment of diplomatic relations between China and the United States in the past 30 years and the changes in the characteristics of the three decades since the establishment of diplomatic relations between China and the United States, this paper analyzes the changes in Sino-US relations over the past 30 years. On this basis, the author thinks about the development of Sino-US relations and hopes to provide some policy suggestions and references for the development of Sino-US relations. The text of this paper is divided into four parts:. The first part mainly expounds the basic characteristics of Sino-US relations from the establishment of diplomatic relations to the present day, focusing on the analysis of the characteristics of great power, difference, complexity and globality of Sino-US relations. The second part mainly makes a comparative study on the characteristics of the relationship between China and the United States over the past 30 years. As the focus and difficulty of this paper, this part uses comparative analysis, case analysis and other methods to develop the starting point and motive force of Sino-US relations. The social foundation of Sino-US relations, the institutional construction of Sino-US relations, the orientation of Sino-US relations, and the dependence of Sino-US relations are compared in detail. On the basis of the second part, the third part draws some enlightenment from the changes that have taken place in Sino-US relations over the past 30 years, including the overall long-term strategic view is the key to the development of the constructive cooperative relationship between China and the United States; Continuous expansion of common interests is the solid foundation for maintaining Sino-US relations; respecting and taking care of each other's core interests is the primary principle for the stable development of Sino-US relations; innovating the institutional mechanism of dialogue and cooperation is an important platform for the in-depth development of Sino-US relations; Folk friendly exchanges are the inexhaustible motive force to promote the lasting development of Sino-American relations. The fourth part mainly discusses the practical problems and challenges facing the development of Sino-US relations. These challenges mainly include the Taiwan issue, economic and trade issues, human rights democracy and other values issues, domestic political issues and strategic mutual trust issues. As a result of personal subjective preferences, it is inevitable that the process of argumentation will be accompanied by individual subjective wishes, especially the changes in the characteristics of China and the United States since the establishment of diplomatic relations 30 years ago, the goodwill that China has released towards the United States, and the true reflection of the United States. Because of data constraints and narrow academic horizons, many subtle points may be overlooked, leaving the gap to be filled later.
