【摘要】：上海、約翰內(nèi)斯堡、孟買(mǎi)等發(fā)展中國(guó)家巨型城市以紐約、倫敦等世界城市為發(fā)展愿景,賦予城市外交強(qiáng)大動(dòng)力。這種政策驅(qū)動(dòng)卻和自身工業(yè)化引擎功能形成內(nèi)在矛盾,需要"城市自治"。自治意味著成為獨(dú)立政治單元、內(nèi)部居民融合和外部對(duì)市民自決權(quán)的承認(rèn),目前尚難以實(shí)現(xiàn)。城市外交有三類(lèi)操作模式:國(guó)際友好城市、城市協(xié)作平臺(tái)、與國(guó)際組織的交往。這三類(lèi)模式都是在提升城市的全球性,卻和城市自身的本土性產(chǎn)生張力,需要城市、國(guó)家、國(guó)際間的多重平衡。顯然,城市外交不僅僅是總體外交的補(bǔ)充。
[Abstract]:The mega-cities of developing countries such as Shanghai, Johannesburg, Mumbai and other developing countries, with the world cities such as New York and London as their development vision, give a powerful impetus to urban diplomacy. This policy drive is inherently contradictory to the function of its own industrial engine. The need for "urban autonomy". Autonomy means becoming an independent political unit, the integration of internal residents and the external recognition of citizens' right to self-determination, which is still difficult to achieve. There are three types of operational modes of urban diplomacy: international friendly cities, urban collaboration platforms, Interaction with international organizations. These three models are all promoting the city's globality, but creating tension with the city's own nativeness, which requires multiple balance among city, country and international. Obviously, city diplomacy is not only a complement to overall diplomacy.
