【摘要】：城市恐怖主義給各國的政治經(jīng)濟(jì)文化帶來了巨大的影響�？植乐髁x一般選擇大城市為襲擊目標(biāo)，以此來增加影響力和給公眾造成更多的恐怖心理。隨著新型恐怖主義的發(fā)展，恐怖活動(dòng)呈現(xiàn)出實(shí)施手段高科技化、目的更政治化的發(fā)展趨勢(shì)；影響城市恐怖主義的主要因素有政治因素、國際因素、宗教因素、民族因素等多個(gè)因素，且高科技恐怖襲擊、網(wǎng)絡(luò)恐怖襲擊、自殺性爆炸等多種恐怖襲擊方式層出不窮，給世界各國人民帶來了巨大的災(zāi)難。 長沙一直以娛樂、餐飲、影視文化著稱，長沙的地下軌道交通建設(shè)正在進(jìn)行之中，長沙市的反恐壓力驟增。而長沙在應(yīng)對(duì)城市反恐方面，由于地處內(nèi)陸省份，還沒有發(fā)生大型的恐怖襲擊事件，長沙市在城市反恐上面臨著城市反恐經(jīng)驗(yàn)不足、群眾應(yīng)對(duì)意識(shí)淡薄等多方面問題。 國外紐約、倫敦、東京等西方城市，雖然遭受過恐怖襲擊，但這些城市都有比較成熟的應(yīng)對(duì)機(jī)制。當(dāng)這些城市發(fā)生恐怖活動(dòng)時(shí)，一般都有比較成熟的機(jī)制來完成應(yīng)對(duì)，這些先進(jìn)的經(jīng)驗(yàn)給長沙帶來了許多有益的啟示。 針對(duì)長沙的具體情況，長沙市應(yīng)該建立一個(gè)完善的城市反恐防范體系，，加強(qiáng)與國際國內(nèi)相關(guān)城市反恐機(jī)構(gòu)的協(xié)作；以長沙市人大及常委會(huì)牽頭，完善城市反恐的地方性立法工作；特別要重視對(duì)市民的反恐應(yīng)對(duì)意識(shí)教育，形成人防、物防、技防相結(jié)合的模式，同時(shí)，還要加強(qiáng)對(duì)反恐斗爭(zhēng)的情報(bào)工作。針對(duì)恐怖襲擊的特點(diǎn)和目標(biāo)性，長沙市城市反恐的重點(diǎn)應(yīng)該是重點(diǎn)防控城市軌道交通和商業(yè)基礎(chǔ)設(shè)施。
[Abstract]:Urban terrorism has had a great impact on the political, economic and cultural conditions of various countries. Terrorism has generally chosen large cities as the targets of attack, in order to increase its influence and create more terror psychology for the public. With the development of new types of terrorism, Terrorist activities show a development trend of high-tech means of implementation and more politicized purposes; the main factors affecting urban terrorism are political factors, international factors, religious factors, national factors, and other factors, and high-tech terrorist attacks. Many kinds of terrorist attacks, such as cyber terrorist attacks and suicide bombings, have brought great disaster to people all over the world. Changsha has always been famous for its entertainment, catering, film and television culture. The construction of underground rail transit in Changsha is under way, and the pressure on the city of Changsha to fight terrorism has increased sharply. However, Changsha is located in an inland province because of its position in the inland provinces. There has not been a large-scale terrorist attack, Changsha city is faced with urban anti-terrorism experience is insufficient, the masses to deal with a lack of awareness and other aspects of the problem. Although foreign western cities such as New York, London and Tokyo have suffered terrorist attacks, these cities have relatively mature coping mechanisms. When terrorist activities occur in these cities, there are generally relatively mature mechanisms to complete the response. These advanced experiences have brought many beneficial revelations to Changsha. In view of the specific situation in Changsha, Changsha should establish a sound urban counter-terrorism prevention system, strengthen cooperation with relevant urban counter-terrorism agencies at home and abroad, and take the lead by the Changsha Municipal people's Congress and its standing Committee. To improve the local legislation on urban counter-terrorism; to pay special attention to the awareness education of the citizens in the fight against terrorism; to form a model of combining civil air defense, material defense, and technology prevention; and at the same time, In view of the characteristics and targets of the terrorist attacks, the urban counter-terrorism in Changsha should focus on the prevention and control of urban rail transit and commercial infrastructure.
