【摘要】： 海灣地處東、西兩半球的交通要道,戰(zhàn)略地位突出,歷來就是兵家必爭之地。自從該地發(fā)現(xiàn)石油以來,海灣地區(qū)又被譽為世界油庫。不僅如此,海灣還是一個巨大的商品市場。由于同時具備如此多的引人關注的要素,海灣地區(qū)早已成為大國外交競相角逐之地,海灣的國際關系也因此紛繁復雜。海灣地區(qū)共有八個國家,亦即伊朗、伊拉克、阿聯(lián)酋、阿曼、巴林、卡塔爾、科威特、沙特。然而,由于伊朗、伊拉克不在海合會之列,故不在本文研究之內(nèi)。處于海灣地區(qū)的海合會六國為了給自身發(fā)展創(chuàng)設一個良好的國內(nèi)國際環(huán)境,非常注重外交政策的選擇和運用。美國作為當今世界唯一的超級大國,經(jīng)過幾十年來的苦心經(jīng)營,基本上已經(jīng)主導了海灣地區(qū)的事務。因此經(jīng)營和發(fā)展與美國的關系是海合會國家外交的重中之重。海合會六國基于共同的安全利益訴求,建立了海灣合作委員會。然而,海合會由于軟弱無力,無法維護海合會國家的利益,所以海合會國家尋求與美國合作。海合會國家的外交政策有其共性,海合會成員國十分重視發(fā)展中國的關系。中國作為最大的發(fā)展中國家,同時又是安理會常任理事國,一直奉行獨立自主的和平外交政策,在國際上發(fā)揮著舉足輕重的作用。海合會國家出于維護自身利益的現(xiàn)實考慮,非常重視發(fā)展與中國的關系。隨著中國現(xiàn)代化建設的持續(xù)推進,中國對海灣石油的需求量進一步加大,發(fā)展與海灣國家的關系意義重大。海合會國家高度重視保持與發(fā)展與美、中的關系,然而,海合會國家對于美、中并非實行等距離外交。本文通過研究海合會國家對美、中外交政策的異同,深入挖掘影響海合會國家對美、中外交政策的因素,并對海合會國家美、中外交政策的走勢做出相應的預測。
[Abstract]:The Gulf is located in the eastern and western hemispheres and has a prominent strategic position. Since the discovery of oil in the region, the Gulf region has been hailed as the world's oil depot. The Gulf is also a huge commodity market. With so many interesting elements at the same time, the Gulf region has long been a competitive place for great powers' diplomacy, and the international relations of the Gulf are therefore complicated. There are eight countries in the Gulf region. That is, Iran, Iraq, the United Arab Emirates, Oman, Bahrain, Qatar, Kuwait, Saudi Arabia. However, because of Iran, Iraq is not included in the GCC, In order to create a good domestic and international environment for their own development, the six GCC countries attach great importance to the choice and application of foreign policy. The United States is the only superpower in the world today. After decades of hard work, it has basically dominated the affairs of the Gulf region. Therefore, managing and developing relations with the United States is a top priority in the diplomacy of GCC countries. The six GCC countries seek common security interests. The Gulf Cooperation Council was established. However, because GCC is weak and unable to defend the interests of GCC countries, GCC countries seek to cooperate with the United States. The foreign policies of GCC countries are in common. GCC member states attach great importance to the development of China's relations. As the largest developing country and at the same time a permanent member of the Security Council, China has always pursued an independent foreign policy of peace. GCC countries attach great importance to the development of their relations with China for the sake of safeguarding their own interests. With the continuous progress of China's modernization drive, China's demand for oil in the Gulf has further increased, and the development of relations with the Gulf countries is of great significance. GCC countries attach great importance to maintaining and developing relations with the United States and China. However, the GCC countries are of great importance to the United States. By studying the similarities and differences of GCC countries' foreign policies towards the United States and China, this paper explores the factors that affect the foreign policy of GCC countries towards the United States and China, and the United States of GCC countries. The trend of Chinese foreign policy makes the corresponding forecast.
