【摘要】： 中國對非洲的援助一直是中非關(guān)系的重要內(nèi)容,也是南南合作中不可或缺的一部分,吸引了全球越來越多的關(guān)注目光。本論文的重點在于研究中國對非洲援助的政策、模式、管理機制與成效。放在特定的一個非洲國家——幾內(nèi)亞的背景下,分析中國新的援非模式的必要性,還有其所帶來的成效。通過比較分析,以期得出包括中國在內(nèi)的國際援助者援助政策、模式的利弊,以及中國需要改進的方面。 研究方法上,本文參考引用不同時期中國援非政策,歸納其特點,對援非政策、管理機制和模式的演變進行縱向比較,分析在幾內(nèi)亞,中國援非新模式的實例,并與相關(guān)專家進行訪談(如世行負責項目官員,幾內(nèi)亞計劃與國際合作部官員)。 非洲的暴力和貧窮對世界其他國家長遠來說都沒有好處。其他國家,無論是亞洲的、美洲的抑或是歐洲的,只有在非洲安全地融入世界經(jīng)濟的情況下,才能從長遠的角度跟非洲建立起互利互惠的關(guān)系,高效穩(wěn)定的援助政策顯得尤為重要。因此,通過比較分析更為適合非洲國家發(fā)展的援助政策和模式,有利于推進中非合作,加快非洲脫貧,提高援助效率,切實加強中非發(fā)展和友誼。
[Abstract]:China's aid to Africa has always been an important part of China-Africa relations and an indispensable part of South-South cooperation, attracting more and more attention from around the world. Management mechanism and effectiveness. In the context of a particular African country, Guinea, to analyze the need for and the effectiveness of China's new aid model. The purpose of this paper is to find out the aid policy of international donors including China, the advantages and disadvantages of the model, and the aspects that China needs to improve. In terms of research methods, this paper refers to China's aid to Africa policy in different periods, summarizes its characteristics, makes a longitudinal comparison of the evolution of aid policy, management mechanism and mode, and analyzes the examples of China's new aid to Africa model in Guinea. And interviews with relevant experts (for example, the World Bank in charge of projects, Guinea's Ministry of Planning and International Cooperation). Violence and poverty in Africa will not benefit the rest of the world in the long run. Other countries, whether Asian, American or European, can only be safely integrated into the world economy. In order to establish mutually beneficial and mutually beneficial relations with Africa in the long run, efficient and stable aid policies are particularly important. Therefore, through comparative analysis of aid policies and models that are more suitable for the development of African countries, this will be conducive to promoting China-Africa cooperation. Speed up Africa's poverty alleviation, improve aid efficiency, and strengthen China-Africa development and friendship.
