【摘要】：以新時(shí)期中國(guó)與東盟的關(guān)系為研究視角是個(gè)較新的角度,盡管中國(guó)與東盟合作已有數(shù)年,但系統(tǒng)地論述兩者關(guān)系并不多見(jiàn)。在新時(shí)期研究中國(guó)與東盟關(guān)系具有特別重要的戰(zhàn)略意義,一方面是由于中國(guó)與東盟有著良好的合作基礎(chǔ),對(duì)其關(guān)系的研究將更加有利于加深了解、深化合作;另一方面,則是中國(guó)-東盟自由貿(mào)易區(qū)已與去年全面建成,這一重大歷史事件將成為中國(guó)與東盟關(guān)系發(fā)展的新契機(jī),為雙方關(guān)系以及中國(guó)與東盟內(nèi)部各國(guó)的多邊關(guān)系開(kāi)拓更新的領(lǐng)域。因此,深入了解及分析新時(shí)期中國(guó)與東盟關(guān)系,具有十分重要的外交實(shí)踐意義。 文章從中國(guó)周邊外交、地緣戰(zhàn)略角度對(duì)東盟在中國(guó)外交戰(zhàn)略地位中的重要作用加以分析,以及回顧中國(guó)與東盟近年來(lái)政治、經(jīng)濟(jì)、安全等方面的合作,來(lái)闡析新時(shí)期中國(guó)與東盟關(guān)系的未來(lái)走向。 一是東盟在中國(guó)外交戰(zhàn)略中的重要地位。東盟由于其特殊的地緣政治環(huán)境以及與中國(guó)較深的歷史淵源,決定了其在中國(guó)外交戰(zhàn)略中的重要地位。東盟既是中國(guó)地緣戰(zhàn)略的重要依托,同時(shí)也是中國(guó)多邊外交的廣闊舞臺(tái),更是中國(guó)大國(guó)外交戰(zhàn)略的政治基礎(chǔ)。因此,東盟在中國(guó)外交戰(zhàn)略中不可忽視。積極開(kāi)展同東盟國(guó)家的合作,既是中國(guó)外交政策使然,也是中國(guó)深化發(fā)展,積極構(gòu)建崛起中大國(guó)形象所需。發(fā)展與東盟的睦鄰友好關(guān)系,積極開(kāi)展區(qū)域經(jīng)濟(jì)合作,對(duì)于提升中國(guó)在東亞地區(qū)和世界地位具有重要意義。在這一背景下,如何看待中國(guó)與東盟的關(guān)系發(fā)展,加深對(duì)中國(guó)與東盟關(guān)系的研究,并因應(yīng)形勢(shì)的變化提出如何繼續(xù)深化中國(guó)與東盟關(guān)系的相關(guān)政策,對(duì)我國(guó)建立和睦的外部環(huán)境從而推進(jìn)經(jīng)濟(jì)發(fā)展具有現(xiàn)實(shí)意義。 二是中國(guó)與東盟多邊關(guān)系的發(fā)展。文章的第二部分從政治、經(jīng)濟(jì)、安全角度詳細(xì)闡述了中國(guó)與東盟關(guān)系的發(fā)展歷程,并選取較具有代表性的歷史事件,其中包括中國(guó)加入《東南亞友好合作條約》,在東盟與中日韓“10+3”體制之外構(gòu)建中國(guó)與東盟“10+1”機(jī)制,積極開(kāi)展雙邊對(duì)話與合作;中國(guó)在東盟地區(qū)論壇框架內(nèi)開(kāi)展外交活動(dòng),并與東盟簽署《南海各方行為宣言》,這一系列舉措對(duì)雙方爭(zhēng)議的解決、友好關(guān)系的發(fā)展起到十分重要的作用;中國(guó)與東盟積極開(kāi)展經(jīng)濟(jì)合作,令世人矚目的中國(guó)-東盟自由貿(mào)易區(qū)全面落成,在自由貿(mào)易區(qū)框架下,積極開(kāi)展大湄公河、泛北部灣等次區(qū)域經(jīng)濟(jì)合作,中國(guó)與東盟經(jīng)濟(jì)合作前景廣闊。 三是中國(guó)與東盟關(guān)系的問(wèn)題與對(duì)策。第三部分著眼于當(dāng)前中國(guó)與東盟所面臨的實(shí)際問(wèn)題,包括南中國(guó)海問(wèn)題、中國(guó)作為地區(qū)大國(guó)崛起的地位問(wèn)題,以及東盟內(nèi)部流傳的“中國(guó)威脅論”等,這些問(wèn)題均在一定程度上影響和阻礙了雙邊關(guān)系的信任和發(fā)展。為此,文章提出三點(diǎn)應(yīng)對(duì)策略:繼續(xù)深化雙邊政治合作,加強(qiáng)雙邊互信;積極開(kāi)展經(jīng)貿(mào)合作,提高合作水平;中國(guó)承擔(dān)更多國(guó)際責(zé)任,樹(shù)立負(fù)責(zé)任大國(guó)的國(guó)際形象。以上三點(diǎn)粗淺的建議相信在外交實(shí)踐中越加深化將會(huì)成為解決當(dāng)今中國(guó)與東盟關(guān)系的良策。

This paper analyzes ASEAN's important role in China's diplomatic strategy from the perspective of China's Peripheral Diplomacy and geopolitical strategy, and reviews the cooperation between China and ASEAN in recent years in terms of politics, economy and security, so as to clarify the future trend of China ASEAN Relations in the new era.

The three is the problems and Countermeasures of China relations with ASEAN. The third part focuses on the practical problems faced by Chinese and ASEAN, including the South China sea, Chinese as problem areas rising power status, and the ASEAN spread "Chinese threat", these problems are to some extent affected and hindered trust and the development of bilateral relations.
