【摘要】：以新時期中國與東盟的關(guān)系為研究視角是個較新的角度,盡管中國與東盟合作已有數(shù)年,但系統(tǒng)地論述兩者關(guān)系并不多見。在新時期研究中國與東盟關(guān)系具有特別重要的戰(zhàn)略意義,一方面是由于中國與東盟有著良好的合作基礎(chǔ),對其關(guān)系的研究將更加有利于加深了解、深化合作;另一方面,則是中國-東盟自由貿(mào)易區(qū)已與去年全面建成,這一重大歷史事件將成為中國與東盟關(guān)系發(fā)展的新契機,為雙方關(guān)系以及中國與東盟內(nèi)部各國的多邊關(guān)系開拓更新的領(lǐng)域。因此,深入了解及分析新時期中國與東盟關(guān)系,具有十分重要的外交實踐意義。 文章從中國周邊外交、地緣戰(zhàn)略角度對東盟在中國外交戰(zhàn)略地位中的重要作用加以分析,以及回顧中國與東盟近年來政治、經(jīng)濟、安全等方面的合作,來闡析新時期中國與東盟關(guān)系的未來走向。 一是東盟在中國外交戰(zhàn)略中的重要地位。東盟由于其特殊的地緣政治環(huán)境以及與中國較深的歷史淵源,決定了其在中國外交戰(zhàn)略中的重要地位。東盟既是中國地緣戰(zhàn)略的重要依托,同時也是中國多邊外交的廣闊舞臺,更是中國大國外交戰(zhàn)略的政治基礎(chǔ)。因此,東盟在中國外交戰(zhàn)略中不可忽視。積極開展同東盟國家的合作,既是中國外交政策使然,也是中國深化發(fā)展,積極構(gòu)建崛起中大國形象所需。發(fā)展與東盟的睦鄰友好關(guān)系,積極開展區(qū)域經(jīng)濟合作,對于提升中國在東亞地區(qū)和世界地位具有重要意義。在這一背景下,如何看待中國與東盟的關(guān)系發(fā)展,加深對中國與東盟關(guān)系的研究,并因應(yīng)形勢的變化提出如何繼續(xù)深化中國與東盟關(guān)系的相關(guān)政策,對我國建立和睦的外部環(huán)境從而推進經(jīng)濟發(fā)展具有現(xiàn)實意義。 二是中國與東盟多邊關(guān)系的發(fā)展。文章的第二部分從政治、經(jīng)濟、安全角度詳細闡述了中國與東盟關(guān)系的發(fā)展歷程,并選取較具有代表性的歷史事件,其中包括中國加入《東南亞友好合作條約》,在東盟與中日韓“10+3”體制之外構(gòu)建中國與東盟“10+1”機制,積極開展雙邊對話與合作;中國在東盟地區(qū)論壇框架內(nèi)開展外交活動,并與東盟簽署《南海各方行為宣言》,這一系列舉措對雙方爭議的解決、友好關(guān)系的發(fā)展起到十分重要的作用;中國與東盟積極開展經(jīng)濟合作,令世人矚目的中國-東盟自由貿(mào)易區(qū)全面落成,在自由貿(mào)易區(qū)框架下,積極開展大湄公河、泛北部灣等次區(qū)域經(jīng)濟合作,中國與東盟經(jīng)濟合作前景廣闊。 三是中國與東盟關(guān)系的問題與對策。第三部分著眼于當(dāng)前中國與東盟所面臨的實際問題,包括南中國海問題、中國作為地區(qū)大國崛起的地位問題,以及東盟內(nèi)部流傳的“中國威脅論”等,這些問題均在一定程度上影響和阻礙了雙邊關(guān)系的信任和發(fā)展。為此,文章提出三點應(yīng)對策略:繼續(xù)深化雙邊政治合作,加強雙邊互信;積極開展經(jīng)貿(mào)合作,提高合作水平;中國承擔(dān)更多國際責(zé)任,樹立負責(zé)任大國的國際形象。以上三點粗淺的建議相信在外交實踐中越加深化將會成為解決當(dāng)今中國與東盟關(guān)系的良策。
[Abstract]:The relationship between China and ASEAN new period as the research perspective is a relatively new perspective, although Chinese cooperation with ASEAN for several years, but the systematic relationship is rare. This paper analyzes ASEAN's important role in China's diplomatic strategy from the perspective of China's Peripheral Diplomacy and geopolitical strategy, and reviews the cooperation between China and ASEAN in recent years in terms of politics, economy and security, so as to clarify the future trend of China ASEAN Relations in the new era.

The three is the problems and Countermeasures of China relations with ASEAN. The third part focuses on the practical problems faced by Chinese and ASEAN, including the South China sea, Chinese as problem areas rising power status, and the ASEAN spread "Chinese threat", these problems are to some extent affected and hindered trust and the development of bilateral relations.
