李明博政府實用主義外交及其對中韓關系的影響

【摘要】: 中韓關系是東北亞重要的雙邊關系之一。中韓關系的發(fā)展,不僅直接影響朝鮮半島的和平與穩(wěn)定,對整個東北亞地區(qū)的局勢也會產生深刻的影響。 2008年2月25日,李明博正式就任韓國第17屆總統(tǒng)。李明博上臺執(zhí)政后新政府提出了實用主義外交政策,與前兩任總統(tǒng)的“陽光政策”、“和平繁榮”及其獨立自主的外交理念有著巨大的差異,李明博政府的外交政策更加側重“同盟與實力”。重建韓美同盟、推行對朝鮮強硬“新政”、構筑成熟的韓日關系、中韓關系提升為戰(zhàn)略合作伙伴關系、發(fā)展與俄羅斯的能源外交。實用主義外交政策體現了李明博政府的外交理念,其實施必將對中韓關系以及東北亞戰(zhàn)略格局產生重大的影響。 李明博政府實用主義外交政策以追求國家利益為出發(fā)點,具有實用、靈活多變等特點,但執(zhí)政逾兩年,其外交政策實施過程卻是一波三折。批準美國牛肉不加限制的準入韓國市場,引發(fā)“牛肉風波”,造成政局動蕩,嚴重損害了李明博政府的威望;在與日本的關系上,“獨島爭端”使剛剛建立的韓日“成熟伙伴關系”的發(fā)展勢頭受到沉重打擊,李明博也不可避免的陷入歷史和領土問題,在這個困境中,力求改善的韓日關系再次出現波折;在對朝政策上,要求對朝援助與去核化進程相掛鉤,提出了“無核、開放、3000”的對朝新方針以及“大妥協(xié)”政策,并沒有緩和李明博執(zhí)政后日趨緊張的半島局勢;韓俄能源外交,通過出訪和簽署經濟合作協(xié)議等方式,尋求擴大海外資源的開采份額,已經初見成效:在中韓關系上,兩國關系提升中韓戰(zhàn)略伙伴關系,推動中韓關系向深層次合作發(fā)展。 國家間的關系不能簡單的用“實用”的標準來解決所有的問題,實用主義外交有維護利益、靈活多變等優(yōu)點,這些優(yōu)點如果運用不當就會成為短視、多變等缺點。一個國家外交政策的制定應具有長期性、穩(wěn)定性,不能只看眼前的利益。 中韓之間具有悠久的歷史、文化淵源和密切的經貿關系,兩國應該成為相互珍惜和長久合作的伙伴。這兩個亞太大國的攜手,必然會為東北亞的和平與發(fā)展做出更大的貢獻。
[Abstract]:The development of Sino-Korean relations not only directly affects the peace and stability of the Korean Peninsula, but also has a profound impact on the situation of the whole Northeast Asia. On February 25, 2008, Lee Myung-bak officially became the 17th President of South Korea. After Lee Myung-bak came to power, the new government put forward a pragmatic foreign policy. There is a great difference from the "sunshine policy", "peace and prosperity" of the previous two presidents and their independent diplomatic philosophy. The foreign policy of the Lee Myung-bak administration is more focused on "alliance and strength." Promoting a tough "new deal" with North Korea, building mature relations between South Korea and Japan, promoting Sino-South Korean relations to a strategic partnership, and developing energy diplomacy with Russia. Pragmatism foreign policy embodies Lee Myung-bak 's diplomatic philosophy. Its implementation will have a great impact on the relations between China and South Korea and the strategic pattern of Northeast Asia. The pragmatic foreign policy of the Lee Myung-bak administration is based on the pursuit of national interests. It is practical, flexible and changeable, but it has been in power for more than two years. However, the implementation process of its foreign policy has been a series of twists and turns. The granting of unrestricted access to the Korean market for American beef has caused "beef unrest", which has seriously damaged the prestige of Lee Myung-bak 's government. In the relations with Japan, the "Dokdo dispute" has dealt a heavy blow to the momentum of the newly established "mature partnership" between South Korea and Japan, and Lee Myung-bak is inevitably caught in historical and territorial problems. The Korean-Japanese relations, which have been striving to improve, have again experienced twists and turns; on the policy toward the DPRK, the new policy of "no nuclear, opening up to 3000" and the policy of "great compromise" have been put forward, requiring that aid to the DPRK be linked to the process of denuclearization. It has not eased the tensions on the peninsula since Lee Myung-bak came to power; South Korea and Russia's energy diplomacy, seeking to expand the exploitation share of overseas resources by means of visits and economic cooperation agreements, has already begun to bear fruit: in Sino-South Korean relations, The relations between the two countries have enhanced the strategic partnership between China and South Korea, and promoted the development of the relations between China and South Korea at a deeper level. Relations between countries cannot simply solve all problems by "practical" standards. Pragmatism diplomacy has the advantages of safeguarding interests and being flexible and changeable. If these advantages are not used properly, they will become short-sighted. A country's foreign policy should be long-term, stable and not based on immediate interests. China and South Korea have a long history, cultural origin and close economic and trade relations, and the two countries should become partners in mutual treasure and long-term cooperation. The cooperation of these two Asia-Pacific powers will certainly make greater contributions to the peace and development of Northeast Asia.
