【摘要】：臺灣問題一直是中美關系中最重要的影響因素之一。自中美建交以來，美對臺政策在歷任總統(tǒng)任期內(nèi)都會有小幅調(diào)整，但罕有大幅變化。奧巴馬連任以來，中美正朝著構建“新型大國關系”的方向前行，雙方既有利益上的趨同與一致，也有戰(zhàn)略上的矛盾與競爭，在此背景下，臺灣問題作為中美關系無法簡單逾越的歷史遺留問題，將成為考驗中美“新型大國”關系的試金石。隨著中美構建“新型大國關系”的推進和美國“亞太再平衡”戰(zhàn)略的實施，臺灣成為中美關系中不可忽視的一環(huán)，中美關系、兩岸關系、美臺關系之間的聯(lián)系和矛盾直接影響未來中美關系的走向和世界秩序的構建，決定著中國和平崛起的路徑和美國霸權護持的結(jié)果。 本文試圖從多方面、多角度分析奧巴馬第二任期內(nèi)對臺政策與其第一任期和美歷屆政府對臺政策有何異同，確定美對臺政策基調(diào)，找出影響美對臺政策變量，，從不同角度入手探析奧巴馬第二任期內(nèi)對臺政策可能發(fā)生的變化。中美關系如今存在結(jié)構性束縛，臺灣問題就是這種結(jié)構性束縛的突出表現(xiàn)之一。如不能對美對臺政策加以理解剖析，中國將在臺灣問題上處于被動。隨著香港“占中”事件的不斷發(fā)酵，我們應當更加重視研究美國對臺政策，防止類似的“顏色革命”對兩岸關系產(chǎn)生不利影響。所以，深入研究奧巴馬第二任期對臺政策具有積極的現(xiàn)實意義和政策意義。
[Abstract]:The Taiwan issue has always been one of the most important influential factors in Sino-US relations. Since the establishment of diplomatic relations between China and the United States, there have been minor adjustments in US policy towards Taiwan during each presidential term, but there have been few significant changes. China and the United States are moving in the direction of building a "new type of great power relationship." both sides share the same interests and have strategic contradictions and competitions. In this context, the Taiwan issue is an issue left over from history that cannot be easily surmounted in Sino-US relations. It will be a litmus test of Sino-US "new-type great power" relations. With the promotion of the establishment of a "new type of great power relationship" between China and the United States and the implementation of the "Asia-Pacific rebalancing" strategy of the United States, Taiwan has become a link that cannot be ignored in Sino-US relations. The relationship and contradiction between the two sides of the straits and between the United States and Taiwan directly influence the future trend of Sino-US relations and the construction of the world order, and determine the path of China's peaceful rise and the result of US hegemony. This paper attempts to analyze the similarities and differences between Obama's Taiwan policy in his second term and that of his first term and that of the US administration in his second term, determine the tone of the US policy on Taiwan, and find out the variables that affect the US policy on Taiwan. The possible changes in Obama's Taiwan policy during his second term in office will be explored from different perspectives. Sino-US relations now have structural constraints. The Taiwan issue is one of the outstanding manifestations of this structural constraint. If the United States' Taiwan policy is not understood and analyzed, China will be passive on the Taiwan issue. As the Hong Kong "Occupy China" incident continues to grow, We should pay more attention to the study of US policy towards Taiwan and prevent similar "color revolution" from adversely affecting cross-strait relations. Therefore, it is of positive practical and policy significance to study Obama's second term of office on Taiwan policy.
