【摘要】：2015年國(guó)際發(fā)展援助體系發(fā)生了深刻變化。如何理解和應(yīng)對(duì)這些變化與挑戰(zhàn),對(duì)我國(guó)在國(guó)際發(fā)展援助體系中是否能夠發(fā)揮主導(dǎo)作用有著極其重要的意義。當(dāng)前我國(guó)的對(duì)外援助雖然增長(zhǎng)較快且規(guī)模已居世界第4位,但是與我國(guó)經(jīng)濟(jì)總量、對(duì)外貿(mào)易、對(duì)外投資占世界比重仍有很大的不對(duì)稱(chēng),與我國(guó)的國(guó)際地位不符并已經(jīng)成為“走出去”戰(zhàn)略的短板。我們認(rèn)為,我國(guó)在堅(jiān)持“嚴(yán)格尊重、不附帶條件、不要求特權(quán)”的對(duì)外援助準(zhǔn)則的同時(shí),應(yīng)加大對(duì)外援助力度,尤其是更加重視人力資源的援助;提高援助標(biāo)準(zhǔn),加快建立適應(yīng)國(guó)際新形式的官方寬口徑對(duì)外援助資源統(tǒng)計(jì)方式;盡快成立以外交部牽頭的國(guó)務(wù)院直屬發(fā)展援助機(jī)構(gòu),開(kāi)拓國(guó)際發(fā)展援助的國(guó)際合作新領(lǐng)域�？傊�,我國(guó)應(yīng)以國(guó)際合作來(lái)積極應(yīng)對(duì)傳統(tǒng)援助國(guó)在新一輪2030年可持續(xù)發(fā)展目標(biāo)下提出的挑戰(zhàn)。
[Abstract]:The profound changes that have taken place in the international development assistance system in 2015. How to understand and respond to these changes and challenges, It is of great significance for China to play a leading role in the international development assistance system. Although China's foreign aid has been growing rapidly and has already ranked the fourth in the world, it is associated with China's total economic output and foreign trade. The proportion of foreign investment in the world is still very large, which is inconsistent with China's international status and has become a short board of the strategy of "going out." We believe that China is insisting on "strict respect and no conditionalities attached to it." At the same time, foreign aid should be strengthened, especially human resources, and the aid standard should be raised to speed up the establishment of official wide-caliber foreign aid statistics mode adapted to the new international forms. To establish as soon as possible the Development Assistance Agency directly under the State Council, led by the Ministry of Foreign Affairs, to open up new areas of international cooperation for international development assistance. China should actively meet the challenges of traditional donors under the new round of sustainable development goals by 2030 with international cooperation.
