【摘要】：為應(yīng)對復(fù)雜的安全威脅,美國形成了制度化的委員會協(xié)調(diào)、總統(tǒng)授權(quán)的"牽頭機構(gòu)"或"政策總管"協(xié)調(diào)、非正式的"小圈子"協(xié)調(diào)等多種協(xié)調(diào)模式。各種協(xié)調(diào)模式既有長處,也存在不足。美國跨部門安全政策協(xié)調(diào)模式具有依賴總統(tǒng)介入、部門首腦與國家安全顧問存在角色沖突、形式多樣等特征。中國面臨日益復(fù)雜和多樣的安全挑戰(zhàn),迫切需要加強跨部門安全政策協(xié)調(diào)。中美制度體系和安全文化存在不同,但不妨礙中國借鑒美國跨部門安全政策協(xié)調(diào)模式。
[Abstract]:In response to complex security threats, the United States has developed a variety of coordination models, such as institutionalized coordination of committees, coordination of "lead agencies" or "heads of policy" authorized by the President, and informal "coterie" coordination. There are also shortcomings. The inter-departmental security policy coordination model of the United States is characterized by reliance on the President's intervention, conflict of roles between heads of departments and national security advisers, and various forms. China faces increasingly complex and diverse security challenges. There is an urgent need to strengthen the coordination of inter-departmental security policies. There are differences in the system and culture of security between China and the United States, but this does not prevent China from drawing lessons from the coordination model of the inter-departmental security policies of the United States.
