【摘要】：自1949年新中國(guó)成立代以來(lái)，中國(guó)已經(jīng)與絕大部分鄰國(guó)解決了陸地邊界爭(zhēng)端。在這個(gè)過(guò)程中，中國(guó)解決邊界爭(zhēng)端采用了較為穩(wěn)定的政策，這表現(xiàn)為政策目標(biāo)、原則以及解決措施的連續(xù)性和一致性。但是從2009年至今，中國(guó)與日本在東海和釣魚(yú)島，與菲律賓、越南在南海的領(lǐng)土爭(zhēng)端突然激化，，外交糾紛明顯增多。在雙邊爭(zhēng)端的螺旋式上升過(guò)程中，中國(guó)采取了比較強(qiáng)硬的應(yīng)對(duì)措施，向菲、越、日三國(guó)施加了前所未有的政治和軍事壓力，表明中國(guó)正在調(diào)整傳統(tǒng)政策的目標(biāo)、原則和措施，中國(guó)解決領(lǐng)土爭(zhēng)端的政策從溫和走向強(qiáng)硬。本文的研究表明，中國(guó)無(wú)法照搬解決陸地領(lǐng)土爭(zhēng)端的經(jīng)驗(yàn)，來(lái)解決海洋領(lǐng)土爭(zhēng)端。中國(guó)正在嘗試政策調(diào)整和改革，以應(yīng)對(duì)新的問(wèn)題。
[Abstract]:Since the founding of the people's Republic of China in 1949, China has settled land border disputes with most of its neighbors. In the process, China has adopted a more stable policy for the settlement of border disputes, which is manifested as a policy objective. But since 2009, the territorial disputes between China and Japan in the East China Sea and the Diaoyu Islands, with the Philippines and Vietnam in the South China Sea have suddenly intensified. There has been a marked increase in diplomatic disputes. In the course of the spiral of bilateral disputes, China has taken relatively strong measures to deal with them, exerting unprecedented political and military pressure on the Philippines, Vietnam, and Japan. It shows that China is adjusting the objectives, principles and measures of traditional policies, and that China's policy of resolving territorial disputes has changed from moderate to strong. The study in this paper shows that China cannot copy the experience of resolving land territorial disputes. China is trying to adjust and reform its policies to deal with new problems.
