【摘要】：從19世紀末到20世紀中葉,雖然歷經(jīng)半個世紀的劇烈動蕩,但是卻最終完成了英國霸權(quán)向美國霸權(quán)的和平過渡。世界霸權(quán)和平過渡,這在迄今為止的歷史上,尚屬首例。 兩次世界大戰(zhàn)前后,英美兩國以盟友的關(guān)系實現(xiàn)世界領(lǐng)導權(quán)的過渡,其中既有共同敵人的外在威脅,又有共同利益的內(nèi)在驅(qū)動。英美霸權(quán)和平過渡經(jīng)歷了英國退出美洲,英美分享海洋,美國主導世界三個階段。 英美,歷經(jīng)半個世紀的斗爭與妥協(xié),結(jié)盟與抗爭,終于建立了美國主導的世界體系。這一體系是美國主導,體現(xiàn)美國的意志,確立美國的霸權(quán)地位。但是,英國作為合作者也發(fā)揮了重要作用。美國接受了英國的部分意見,也做出了適當?shù)淖尣健Ｓ⒚篮献?美國主導,英國參與是英美霸權(quán)和平過渡的基本特征。 美國主導的戰(zhàn)后世界體系是一個包括聯(lián)合國、布雷頓森林體系、全球軍事安全體系(包括,北大西洋該公約組織、東北亞防御聯(lián)盟和東南亞防務集團)在內(nèi)的涵蓋政治、經(jīng)濟、軍事三大領(lǐng)域的完整體系。 總而言之,英美霸權(quán)和平過渡的屬性,使其具有了特殊的意義。頂級強國之間權(quán)力的平穩(wěn)過渡,對于新舊秩序的變換與更替,對于世界秩序的解構(gòu)與建構(gòu)具有重要意義。美國與英國世界領(lǐng)導權(quán)的交接,是時代變換過程中引領(lǐng)者之間合作的成功范例。這對于國家間和平解決利益爭端和將來世界體系的變動具有重要借鑒意義。
[Abstract]:From the end of nineteenth Century to the middle of twentieth Century, though it had undergone half a century of violent upheaval, it finally completed the peaceful transition of British hegemony to the hegemony of the United States. The peaceful transition of world hegemony is the first case in the history so far.
After the two World War, the two countries as allies to achieve the transition of world leadership, which is the external threat of a common enemy, driving and having common interests. Anglo American hegemony peaceful transition experienced Britain from America, the common sharing of the ocean, the United States led the world in three stages.
Britain, after half a century of struggle and compromise, alliance and struggle, finally established the US led world system. This system is the US led, reflect the will of the United States, established the hegemony of the United States. However, as the British partners also play an important role. The Anglo American cooperation, led by the United States, British participation is the basic characteristics of Anglo American hegemony peaceful transition.
